Board Meeting Minutes

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday January 28, 2009 at the Divernon Village Hall. Mayor Wade Carter called the meeting to order at 7:00 pm. After all in attendance recited the Pledge of Allegiance, the Clerk called roll call:  Mayor Carter “Here”, Randy Rhodes “Here, Tom Burke “Here”, Betty Carter “Here”, Joe Bukantos “Here”.  Also present Police Chief Eric Kirbach and Superintendent Larry Rhodes.  Not present John Caudle.

The minutes for the January 14th meeting were presented. After any corrections or additions were made a motion to approve was made by R. Rhodes. Second by J. Bukantos. Motion passed 3-1.  T. Burke voting “Present”.

The bills were presented for approval. After additions and corrections were made, motion to approve bills by B. Carter. Second by T. Burke. Motion passed 4-0.

Mayor Carter recognized visitor Jeff Fulgenzi representing the Sangamon County Regional Planning Commission. There is a long term plan to create a Mayors Alliance Committee for comprehensive long term plans for possible grants. Meetings will be held throughout the summer. This creates an opportunity for a mayor’s caucus. A goal is to establish a possible comprehensive plan with the county.

Andy Goleman with the Sangamon County Board was present to discuss County Board Committees. Discussion was held regarding the budget for the Public Health and county buildings. A. Goleman spoke of the tax caps and the affect they will have on communities and the adjustments the County has made with the payouts. A. Goleman stated the voting machine problems were not resolved with the Federal regulators and were not recertified. A. Goleman discussed the Sangamon County Jail overcrowding. There is a plan for possible lessening of the holding times. In the future, decreases in property, sales and gas tax revenues could cause funding problems for all concerned. A. Goleman suggested taking advantage of the Sangamon County free disposal program. Tickets are available from the Township and any information could be obtained from Jim Stone with the Sangamon County Public Health Department.

Supervisor (L. Rhodes):

Nothing to report.

Police:

Police Chief E. Kirbach reported there were no problems with the new Snow Ordinance after the last snow fall.

Chief Kirbach stated a contract will be prepared with the school district regarding security.

Treasurer (L. Hundley):

The monthly treasurer’s report was presented.

Committee Reports

Building, Grounds and Lights (R. Rhodes):

Finance (B. Carter):

B. Carter reported that the UCB parcels index in the TIF district have been received from the County Clerk’s office, and she will be working with the Treasurer to calculate the amount to be reimbursed to UBC under our TIF agreement with them.

Personnel/Human Resources (B. Carter)

B. Carter again stressed the need to complete employee evaluations so that raises can be acted upon before the new board is seated.

Health & Safety (T. Burke):

T. Burke stated the contract with Flowers Sanitation needs revised to reflect the new pick up day as Tuesday.

T. Burke suggested We Care Recycling be present at the February 11th Board meeting to discuss options. Mayor Carter suggested speaking with J. Powell in Auburn regarding possible options also. 

Public Works, Streets, Alleys, and Utilities (J. Bukantos):

Nothing to report.

Mayor Carter stated letters have been sent, on the Village’s behalf, to the offices of John Shimkus, Richard Durbin, Rich Brauer and Larry Bomke regarding the upcoming federal stimulus package for the water line replacement project.

Mayor Carter presented a letter from Village Attorney Cap O’Keefe regarding the regulations for utility shut off during winter months. Questions were raised regarding the difference between public utilities and the municipality owned utilities. More legal clarification is needed on the subject.

Community Development (J. Caudle):

Nothing to report.

Old Business

Mayor Carter presented a request from the after prom committee for a donation. Motion to donate $100.00 to the Auburn High School after prom committee by R. Rhodes. Second by B. Carter. Motion passed 4-0.

New Business

Nothing to report.
