Board Meeting Minutes

September 24, 2008

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday September 24, 2008 at the Divernon Village Hall. Mayor Wade Carter called the meeting to order at 7:00 pm. After all in attendance recited the Pledge of Allegiance, the Clerk called roll call: Mayor Wade Carter, “Here”, Randy Rhodes “Here”, Tom Burke “Here”, John Caudle “Here” Betty Carter “Here”, Joe Bukantos “Here”.  Also present Police Chief Eric Kirbach.

The minutes for the September 20, 2008 meeting were presented. After any corrections or additions were made a motion to approve was made by R. Rhodes. Second by J. Caudle. Motion passed 5-0. The minutes for the special meeting on September 24, 2008 were presented. After any corrections or additions were made a motion to approve was made by R. Rhodes. Second by T. Burke. Motion passed 5-0.

The bills were presented for approval. Motion to approve additional cost for footage added that was not previously approved by the Board for the sidewalk program of $14,426.50 by J. Bukantos. Second by T. Burke. Motion passed 4-1. B. Carter voting “no”.  After additions and corrections made motion to approve bills by B. Carter. Second by T. Burke. Motion passed 5-0.

Mayor Carter recognized visitors Ed Gregory and Tom Meyer with a presentation on identity theft and the liability involved. The information was to inform employers regarding help for employees if they were to be effected by identity theft.

Supervisor (L. Rhodes):

B. Carter questioned the progress of the water line replacement and what would be the estimated time it will begin. Mayor Carter stated that he has heard from Superintendent Rhodes and at the present time there is no specific start date.

Mayor Carter stated the 2 pumps at the truck stop are repaired and the pump on Virginia Street will be done by the end of the week.

Police:

Police Chief E. Kirbach reported the new vehicles should be ready for operation quickly.

Chief Kirbach requested a plaque to be purchased for Officer Bowsher for her hard work during the past year. Chief Kirbach will look into the cost.

Treasurer (L. Hundley):

Nothing to report.

B. Carter reported that TIF property money needs to be reported and is looking for information on properties and distribution.      

                                                                                                                       

Committee Reports

Building, Grounds and Lights (R. Rhodes):

R. Rhodes presented the spec’s for the police garage. Discussion was held to determine the ad to be placed for bid. R. Rhodes to place ad with the specification for bids on the garage.

Finance (B. Carter):

B. Carter presented a letter from the State Funded Pooled Fund Program for consideration.

B. Carter stated the MFT and the Road and Bridge funds have been reduced greatly.

Personnel/Human Resources (G. Henson)

Personnel code revisions were reviewed and tabled for further discussion. B. Carter stated there is information on the drug testing that is needed.

Discussion was held regarding the Identity Theft Law that goes into effect 11-1-08.

Health & Safety (T. Burke):

T. Burke reported a letter has been sent to the owner of the property at 1st. Street and Kenney regarding an Ordinance violation.

Public Works, Streets, Alleys, and Utilities (J. Bukantos):

J. Bukantos presented changes in the Utility Ordinance for the Board to review.

Community Development (J. Caudle):

J. Caudle is looking into the Christmas decorations that are in need of replacement.

Old Business

Mayor Carter presented a letter from Dwight O’ Keefe thanking the Board. D. O’Keefe will be the new Attorney for the Village as of October 1, 2008.

B. Carter stated the Snow Route Ordinance needs to be revisited at the next Board meeting.

New Business

Alpha Oil has requested to place a sign on the existing sign for advertisement. The Board agrees to the request and no permit required.

Mayor Carter stated that John Bess Jr. has declined to take the position offered by the Village. Superintendent Rhodes feels at the present time there is no need for additional help.

Motion to adjourn by R. Rhodes at 9:11 p.m.
