Board Meeting Minutes
June 10The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday June 10, 2009 at the Divernon Village Hall. Mayor Wade Carter called the meeting to order at 7:00 pm. After all in attendance recited the Pledge of Allegiance, the Clerk called roll call: Melissa Layton “Here”, Randy Rhodes “Here”, Michelle Bennett “Here”, and Joe Bukantos “Here”. Also present Police Chief Eric Kirbach, Superintendent Larry Rhodes and Treasurer Lucille Hundley. Not Present John Caudle and Randy Rieke.
The minutes for the May 27th meeting were presented. After any corrections or additions were made a motion to approve was made by M. Bennett. Second by J. Bukantos. Motion passed 4-0.
The bills were presented for approval. After additions and corrections were made, motion to approve bills by R. Rhodes. Second by J. Bukantos. Motion passed 4-0.
Mayor Carter recognized visitor Norma Yancy regarding an Ordinance Violation for burning after 7 pm. N. Yancy stated she had stopped burning at 4:30pm. At 9:55 pm the fire was still smoldering. The Fire Department was called put out the fire along with others in the area. J. Bukantos suggested tabling the discussion regarding ordinance violations. Motion to reduce violation based on the information to a warning and waive fines by R. Rhodes. Second by M. Bennett. Motion passed 4-0.
Troy Squires, representing the Divernon Homecoming Committee, requesting a temporary liquor license for the upcoming Divernon Homecoming set for July 16 thru July 18. Motion to approve liquor license and waive fees by M. Layton. Second by J. Bukantos. Motion passed 4-0.
Kevin Zimmerman and Randy Olson representing the Divernon Sportsman’s Club requesting a donation for the upcoming fireworks on June 27th. Suggestion was made by J. Bukantos to donate $1000.00. Motion to donate $1000.00 to the Divernon Sportsman’s Club for the fireworks on June 27th by J. Bukantos. Second by R. Rhodes. Motion passed 4-0.
Supervisor (L. Rhodes):
Supervisor Rhodes stated the 30 mph signs have been placed on Brown St.
The street maintenance bids were opened on June 8th. Three bids were received:
IRC. Inc. $23,491.00, Truman Flatts $24,311.00, P.H. Broughton $25,203.00. Motion to accept bid from IRC. Inc for $23,491.00 by J. Bukantos. Second by R. Rhodes. Motion passed 4-0.
Police:
Chief Kirbach questioned when the Ordinance Violations should be sent to the attorney. J. Bukantos stated he is unsure regarding fines for violations. Explanation was made that the Board is presented violations and a fine is determined or dismissed. If a fine is placed and the offender wishes to contest the violation will be sent to the attorney for further action.
A complaint has been received regarding noise at 600 S. Lincoln. Chief Kirbach has addressed the matter.
Treasurer (L. Hundley):
The monthly Treasurer’s report was presented.
Committee Reports
Public Works, Streets, Alleys, and Utilities (J. Bukantos):
R. Rhodes presented the street sign project from last year to the new members for review.
J. Bukantos discussed possible solutions for the drainage at Hi-Acres Subdivision. Supervisor Rhodes will look into where the property lines are and determine if area can be graded to alleviate the problem.
Discussion was held regarding the weight of the yard waste bags. Suggestion was made to have informational flyer given at the time of purchasing a tag to inform the public.
J. Bukantos is continuing to look into possible grants for sidewalks and rail crossings.
Building, Grounds and Lights ():
R. Rhodes reported the electrical project at the Village Square should be starting soon.
Finance (R. Rieke):
Nothing to report.
Personnel (R. Rhodes):
Nothing to report.
Health and Safety (M. Bennett):
M. Bennett reported that she has contacted the mortgage company for the property at 209 E. Dodd. There will be further investigation into this matter.
Complaint received regarding rock pile at 615 S. Lincoln that has weeds growing. Chief Kirbach reported to have left a violation notice at the home. A letter will be sent to the homeowner to have area cleaned up.
Community Development (M. Layton):
M. Layton stated Coy Ralston has contacted her regarding possible grants to a building on Dodd Street.
Old Business
Mayor Carter stated he has not heard from Senator Bomke regarding the funds for water projects.
New Business
Nothing to report.
Motion to go into Executive Session to discuss Personnel by M. Layton.
