Board Meeting Minutes
January 14
The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday January14, 2009 at the Divernon Village Hall. Mayor Wade Carter called the meeting to order at 7:00 pm. After all in attendance recited the Pledge of Allegiance, the Clerk called roll call: Mayor Carter “Here”, Randy Rhodes “Here”, John Caudle “Here” Betty Carter “Here”, Joe Bukantos “Here”. Also present Police Chief Eric Kirbach, Superintendent Larry Rhodes and Treasurer Lucille Hundley. Not present Tom Burke.
The minutes for the December 30th meeting were presented. After any corrections or additions were made a motion to approve was made by B. Carter. Second by J. Caudle. Motion passed 4-0.
The bills were presented for approval. After additions and corrections were made, motion to approve bills by B. Carter. Second by J. Bukantos. Motion passed 4-0.
Mayor Carter recognized visitor Roger Flowers of Flowers Sanitation requesting to have the day of pickup service changed from Friday to Tuesday. B. Carter stated a new contact will be necessary with the new changes in effect. Effective February 1, 2009 the garbage pickup will be on Tuesday’s.
Supervisor (L. Rhodes):
Supervisor Rhodes stated, that there has been an increase in illegal dumping in the area.
The lift station at the Truck stop has been repaired by Vandevanter Engineering and is in proper working condition.
Police: (E. Kirbach)
Police Chief E. Kirbach stated the dumping fine has been addressed. If there is no response the matter will be forwarded to the State’s Attorney office for further processing.
Chief Kirbach reported the dog fine has not been resolved. Discussion was held regarding litigation. Chief Kirbach will contact the homeowners; if they do not comply the matter will be turned over to the Village Attorney. The Board agrees to this action.
Chief Kirbach reported the school district is requesting security at the sports functions. Suggestion made to have the school provide contract for the type of coverage and off duty officers paid directly by the school district. Chief Kirbach will check with the school district regarding this matter.
Officer Pearce requested tuition reimbursement for classes relating to his job duties. Motion to approve, per the Personnel Ordinance, for tuition reimbursement for further education by R. Rhodes. Second by J. Caudle. Motion passed 3-1. J. Bukantos voting “Present”.
Treasurer (L. Hundley):
The monthly treasurer’s report was presented.
Committee Reports
Building, Grounds and Lights (R. Rhodes):
Nothing to report.
Finance (B. Carter):
B. Carter stated the need to provide proper addresses on bills received for the Village.
Personnel/Human Resources (B. Carter)
B. Carter stated the 2009 personnel evaluations need to be addressed prior to the seating of the new Board.
Health & Safety (T. Burke):
Nothing to report.
Public Works, Streets, Alleys, and Utilities (J. Bukantos):
Nothing to report.
Mayor Carter spoke with Reggie Benton of Benton and Associates regarding a federal stimulus package for shovel ready projects. The upcoming water line replacement project was submitted for consideration.
Community Development (J. Caudle):
Nothing to report.
Old Business
Mayor Carter stated Sangamon County will have the TIF parcel index information available by 1-16-09.
New Business
Mayor Carter stated the after prom committee has requested a donation. A letter is needed prior to approval from the Board.
Mayor Carter questioned the dates for filing for the upcoming elections. Village Clerk Oldridge stated the last day to file with Sangamon County Clerk is January 26th.
