Board Meeting Minutes

October 28

 

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday October 28, 2009 at the Divernon Village Hall. Mayor Pro-Tem Randy Rhodes called the meeting to order at 7:00 pm. After all in attendance recited the Pledge of Allegiance, the Clerk called roll call: Mayor Pro-Tem Randy Rhodes “Here”, Melissa Layton “Here”, Tom Burke “Here”, Randy Rieke “Here”, and Michelle Bennett “Here”, Joe Bukantos “Here”. Also present Police Chief Eric Kirbach, Superintendent Larry Rhodes and Treasurer Lucille Hundley.

The minutes for the October 28th regular meeting were presented. After any additions or corrections were made a motion to approve was made by M. Bennett. Second by T. Burke. Motion passed 5-0.

 The bills were presented for approval. After additions and corrections were made, motion to approve bills by R. Rieke. Second by M. Bennett. Motion passed 5-0.

Clerk Oldridge swore in Acting Mayor Randy Rhodes to complete the term vacated by Wade Carter.. Also sworn in was Kelly Horn as Trustee to finish the term for the vacated seat of R. Rhodes.

Acting Mayor R. Rhodes recognized visitor Troy Squires representing the Homecoming Committee donating $500.00 to the Village to use toward the recent electrical update of the Village Square.

 Also present were Village Attorney Cap O’ Keefe and Alison Hayden to discuss the TIF district. C. O’Keefe answered questions submitted by Acting Mayor Rhodes prior to the meeting regarding funding for projects. Suggestion was made to provide an application for interested parties. The Board discussed the appointment of a new review board for the TIF district. The Board would consist of 2 members of the community and 1 Board member.

Supervisor (L. Rhodes):

Nothing to report.

Police:

Chief Kirbach is reviewing applications for the full time position.

Treasurer: (L. Hundley):

Treasurer Hundley presented the Annual Treasurer’s Report. Motion to accept the Annual Treasurer’s Report  and to be published by R. Rieke. Second by T. Burke. Motion passed 6-0.

Motion to allow Acting Mayor R. Rhodes to sign a check to Cap O’Keefe for the Flood Buyout in the amount of $45.00 by M. Bennett. Second by K. Horn. Motion passed 6-0.

Committee Reports

Public Works, Streets, Alleys, and Utilities (J. Bukantos):

J. Bukantos reported the railroad will be starting work on the crossings in November.

                                                                                                                                                                                                                                

                                                                                                                                    Finance (R. Rieke):

Nothing to report.

Personnel/Human Resources (K. Horn):

K. Horn stated the health plan for employees will be coming up for renewal in December.

Health & Safety (M. Bennett):

M. Bennett updated the Board on complaints.

Building, Grounds and Lights(T. Burke):

Nothing to report.

Community Development (M. Layton):

M. Layton presented information regarding a grant writing course available to the Village.

M. Layton stated Peggy Jones is looking into grants available for the community garden. P. Jones will be checking into having a farmers market next year.

Suggestion was made to have a list available by December for the Regional Advisory Committee to be submitted to Senator Rich Brauer’s office.

M. Layton suggested to have a business district sign placed at the corner of Brown and 1st Streets. Supervisor Rhodes will contact IDOT for placement of the sign.

Acting Mayor Rhodes presented information regarding the placement of speed signs on Divernon Road.
