Board Meeting Minutes
October 14The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday October 14, 2009 at the Divernon Village Hall. Mayor Pro-Tem Randy Rhodes called the meeting to order at 7:00 pm. After all in attendance recited the Pledge of Allegiance, the Clerk called roll call: Mayor Pro-Tem Randy Rhodes “Here”, Melissa Layton “Here”, Tom Burke “Here”, Randy Rieke “Here”, and Michelle Bennett “Here”, Joe Bukantos “Here”. Also present Police Chief Eric Kirbach, Superintendent Larry Rhodes and Treasurer Lucille Hundley.
The minutes for the Special September 23rd meeting were presented. After any corrections or additions were made a motion to approve was made by M. Bennett. Second by T. Burke. Motion passed 5-0. The minutes for the September regular Board meeting were presented. After any additions or corrections were made a motion to approve was made by T. Burke. Second by M. Layton. Motion passed 5-0.
The bills were presented for approval a motion was made to donate $100.00 to the American Legion Auxiliary Halloween Contest on October 25th by T. Burke. Second by J. Bukantos. Motion passed 5-0.
Motion to approve a contract with Tru-Green for lawn service to the Village Hall for $105.00 and the Village Square for $440.00 for FY 10 by T. Burke. Second by M. Bennett. Motion passed 5-0.
After additions and corrections were made, motion to approve bills by R. Rieke. Second by M. Layton. Motion passed 5-0.
Mayor Pro-tem recognized visitor Bill Gregurich. B. Gregurich presented the Annual Financial Report for FY 09. After discussion was held on the report questions were answered.
Supervisor (L. Rhodes):
Supervisor Rhodes presented the IMGA Ordinance to allow new members to join. Motion to approve Ordinance 2009-02 for new membership to IMGA by J. Bukantos. Second by M. Bennett. Motion passed 5-0.
Motion to accept the Supplement of By-Laws by J. Bukantos. Second by M. Bennett. Motion passed 5-0.
Motion to accept bid and purchase a new Skid-Steer from Bobcat of Springfield for 18,995.56 through a state contract by J. Bukantos. Second by T. Burke. Motion passed 5-0.
Police:
Chief Kirbach presented a Letter of Commendation to Officer Pearce.
Chief Kirbach stated Officer Pearce has accepted a position with Chatham Police Department and will be looking for a replacement.
Treasurer (L. Hundley):
Treasurer Hundley presented the monthly Treasurer’s report.
Treasurer Hundley requested to split employees pay between the gas department if said employee does work for that department. The Board agrees to allow this payroll change.
Committee Reports
Public Works, Streets, Alleys, and Utilities (J. Bukantos):
J. Bukantos opened the bids for the sidewalk program.
Langhiem Concrete bid 14,780.00 for 2200 Sq. ft of sidewalk
Charles Bland Builders bid 14500.000 for 2200 Sq. ft of sidewalk
Motion to accept bid of $14, 500.00 from Charles Bland Builders for replacement of 2200 Sq. ft. of sidewalk by J. Bukantos. Second by M. Bennett. Motion passed 5-0.
Finance (R. Rieke):
R. Rieke discussed the options of looking into grant funding on line.
Personnel/Human Resources (R. Rhodes):
Nothing to report.
Health & Safety (M. Bennett):
M. Bennett has received a letter from Sangamon County Health Department regarding the properties at 106 E. Dodd and 209 E Dodd and thier compliance.
Building, Grounds and Lights (T. Burke):
T. Burke suggested having the Salvation Army Donation box removed. The Board agrees to have the box removed due to the dumping that has caused problems.
Community Development (M. Layton):
M. Layton has received a notice regarding a grant writing workshop on November 30 and will look further in to this matter.
M. Layton received a letter regarding Stimulus Package monies for energy efficiency and conservation and areas that can be applied for. M Layton will be looking further into this matter.

Suggestion was made to set trick or treating hours on October 30 and 31st for 5 pm to 8pm. Motion to set hours for Halloween to 5pm to 8pm on October 30 and 31st by M. Bennett. Second by M. Layton. Motion passed 5-0.
Motion to go into Executive Session by M. Layton.
Open Meeting Continuation
Motion to accept R. Rhodes as Acting Village President by T. Burke. Second by J. Bukantos. Motion passed 5-0.
Acting Mayor Rhodes appointed T. Burke as Mayor Pro-Tem.
Acting Mayor Rhodes suggested appointing Kelly Horn as Village Trustee for the seat vacated by R. Rhodes.
Motion to adjourn by M. Layton at 9:22 p.m.
