Board Meeting Minutes
November 24
The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday November 24, 2009 at the Divernon Village Hall. Acting Mayor Randy Rhodes called the meeting to order at 7:11 pm. After all in attendance recited the Pledge of Allegiance, the Clerk called roll call: Acting Mayor Randy Rhodes “Here”, Randy Rieke “Here”, and Michelle Bennett “Here”. Also present Police Chief Eric Kirbach and Superintendent Larry Rhodes. Not present Treasurer Lucille Hundley, Melissa Layton and Tom Burke. Arriving late Joe Bukantos.
The minutes for the November 10th regular meeting were presented. After any additions or corrections were made a motion to approve was made by K. Horn. Second by M. Bennett. Motion passed 4-0.
The bills were presented for approval. After additions and corrections were made, motion to approve bills by R. Rieke. Second by K. Horn. Motion passed 4-0.
Supervisor (L. Rhodes):
Supervisor Rhodes stated the yard waste pick up has been discontinued for the season as of November 23rd.
Supervisor Rhodes reported the lift station pumps have excess flow due to the amount of rain recently. Supervisor Rhodes suggested having the stations upgraded. K. Horn suggested to look in to low interest loans from the EPA and to check on possible stimulus money available.
Police:
Chief Kirbach reported on ordinance violations. The homeowner at 600 S. Lincoln has begun cleaning up the property. The owner of 821 S. 1st will be notified to clean up the property.
Chief Kirbach reported to have 39 applications for the full time officer position.
Treasurer (L. Hundley):
Nothing to report.
K. Horn suggested looking into options available for the Sweep account.
Committee Reports
Public Works, Streets, Alleys, and Utilities (J. Bukantos):
J. Bukantos suggested having Supervisor Rhodes mark trees that need to be addressed. Carter Tree Service will be contacted for an estimate.
K. Horn suggested a hand held GPS for mapping the utilities and other issues for future work. K. horn will look further into this matter.
J. Bukantos presented training available in January from IMGA.
Discussion was held regarding the parking conditions on Dodd St. K. Horn suggested to have the street surveyed to better determine the needs in the area. Acting Mayor R. Rhodes will contact Benton and Associates.
Finance (R. Rieke):
R. Rieke presented the Tax Levy Ordinance for review.
Personnel/Human Resources (K. Horn):
K. Horn presented the Personnel Code update for the Board to review. Motion to accept changes to the Personnel Code by K. Horn. Second by R. Rieke. Motion passed 4-0.
K. Horn provided information regarding the employee health insurance coverage. The employees agree to change to Health Alliance beginning January 2010.
Health & Safety (M. Bennett):
M. Bennett reported to be reviewing the information regarding NIMS. Suggestions were made for information available online.
Building, Grounds and Lights(T. Burke):
Nothing to report.
Community Development (M. Layton):
Nothing to report.
Old Business
Acting Mayor Rhodes discussed the ADA suit. The Attorney General’s office has contacted the Village. A comprehensive plan for future work to be completed needs to be submitted.
Acting Mayor Rhodes presented information from the Village Attorney regarding the TIF District.
Discussion was held regarding the work needed on Gorham Road. Benton and Associates have been contacted regarding this matter.
