Board Meeting Minutes
November 12
The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday November 12, 2008 at the Divernon Village Hall. Mayor Wade Carter called the meeting to order at 7:00 pm. After all in attendance recited the Pledge of Allegiance, the Clerk called roll call: Mayor Carter “Here”, Randy Rhodes “Here”, Tom Burke “Here”, John Caudle “Here” Betty Carter “Here”, Joe Bukantos “Here”. Also present Police Chief Eric Kirbach and Treasurer Lucille Hundley.
The minutes for the October 22nd meeting were presented. After any corrections or additions were made a motion to approve by R. Rhodes. Second by J. Caudle. Motion passed 5-0.
The bills were presented for approval. After additions and corrections were made, motion to approve bills by B. Carter. Second by T. Burke. Motion passed 5-0.
Supervisor (L. Rhodes):
Nothing to report.
Police:
Police Chief E. Kirbach stated there is a concern regarding the Crown Victoria and possibly selling the vehicle in the spring. Chief Kirbach requested to have the decals replaced on the existing vehicles to match the new vehicles. Chief Kirbach reported the Ordinance violations that have not been taken care of have been sent letters, if there is no confirmation they will be sent state citations with court dates.
Treasurer (L. Hundley):
Treasurer Hundley presented the monthly Treasurer’s report. Treasurer Hundley stated IMRF will be here to do an audit sometime in December.
Committee Reports
Building, Grounds and Lights (R. Rhodes):
R. Rhodes stated that Benton and Associates responded to the information requested regarding the bids for the police garage. The information has been forwarded to the necessary parties. Motion to accept bid from Pankey Builders for $58,000.00 to build the new police garage by R. Rhodes. Second by T. Burke. Motion passed 5-0.
J. Bukantos stated there are street lights that need to be repaired.
Finance (B. Carter):
Mayor Carter stated an Ordinance will be drafted for the new Comcast agreement for a later date.
Personnel/Human Resources (B. Carter)
Nothing to report.
Health & Safety (T. Burke):
T. Burke reported the garage at 209 W. Dodd St. is secured and the homeowner will be cleaning up over Thanksgiving weekend.
Discussion was held regarding homeowners that are not residents of the Village and the responsibilities that they are to be accountable for.
Public Works, Streets, Alleys, and Utilities (J. Bukantos):
J. Bukantos stated the new Identity Theft law will be going into effect in May 2009 instead of November 2008.
The amended Utility Ordinance was presented for approval. Motion to approve the Utility Ordinance with the new amendments by J. Bukantos. Second by R. Rhodes. Motion passed 5-0. Notification will be sent to customers.
Community Development (J. Caudle):
J. Caudle report the Christmas decorations have been ordered and some have been received.
Old Business
Mayor Carter stated the dog fine that has had arrangements for payment have not met that agreement. Discussion was held regarding the remaining fine not paid. Mayor Carter is to contact the homeowner.
New Business
Mayor Carter stated Lake Area Recycling will be removing the recycling bin at the end of the month due to the economy. The County is checking on possible plans for pick up for the communities to be able to continue pick up. Office Manager will check to see if Village has already purchased the recycling bin.
Mayor Carter stated Randy Olson and Kevin Zimmerman are requesting a reference from the Village of Divernon and the Fire Department for a fireworks operating license.
