Board Meeting Minutes
November 10The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday November 10, 2010, at the Divernon Village Hall. Acting Mayor Randy Rhodes called the meeting to order at 7:00 pm. After all in attendance recited the Pledge of Allegiance, The Clerk called roll call: Acting Mayor Randy Rhodes “Here”, Melissa Layton “Here”, Kelly Horn “Here”, Randy Rieke “Here”, and Dianne Brenning “Here”, Joe Bukantos “Here”. Also present Superintendent L. Rhodes, Chief E. Kirbach, and Treasurer L. Hundley. Not present Tom Burke.
The minutes for the October 27th regular meeting were presented. After any additions or corrections were made a motion to approve was made by K. Horn. Second by M. Layton. Motion passed 5-0.
Motion to purchase a 1/16 size ad for $75.00 from the 2010 Lady Hawks Christmas Basketball Tourney by K. Horn. Second by D. Brenning. Motion passed 5-0.
The bills were presented for approval. Motion to approve bills by R. Rieke. Second by K. Horn. Motion passed 5-0.
Supervisor (L. Rhodes):
Nothing to report.
Discussion was held in regards to the section of sidewalk on State Street that is not level and may need to be extended another 25 ft. to correct the issue. The area will be blocked off until a solution is made.
Police:
Chief Kirbach stated there are 5 applications for part time officer.
Chief Kirbach stated there is concern regarding children left at the park unattended. A public notice will be posted.
Chief Kirbach stated an ad will be placed for bids for selling the Crown Victoria police car. These bids will be opened at the next Board meeting.
Treasurer (L. Hundley):
Treasurer Hundley presented information on the TIF Fund to be reimbursed to the General Fund. The amount of $36,457.24 can be repaid in small increments.
Treasure Hundley discussed the Police fund transfers. These will be done on a quarterly basis.
The Auditor was not available for the November meetings and has requested if there are any questions please notify and he will be at a future meeting.
Committee Reports
Public Works, Streets, Alleys, and Utilities (J. Bukantos):
Nothing to report.
Finance (R. Rieke):
R. Rieke presented the draft of the Tax Levy for the Board to review.
Personnel/Human Resources (K. Horn):
K. Horn presented the Drug and Alcohol Policy to review.
K. Horn stated the estimate for the Grant for Safe Route to School has been received. The amount estimated is $259,000.00. The request will be submitted to IDOT for the amount of $250,000.00
Health & Safety (T. Burke):
Nothing to report.
Community Development (M. Layton):
M. Layton will be meeting with K. Horn, R. Rieke to discuss the survey prior to publishing.
M. Layton stated there has been interest in the old gas station and Lyndsey Ward will be opening a photo studio on the Village Square.
The Village will be having the Christmas decoration contest this year. M. Layton is looking into new nativity scenes. The Board suggested up $500.00. Suggestion was made to have lights placed on the pavilion.
Building, Grounds and Lights (D. Brenning):
D. Brenning stated there has been no contact from Tru-Green and will be contacting Designer Landscaping for estimate on the lawn care for the Village.
