Board Meeting Minutes
January 13The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday January 13, 2010, at the Divernon Village Hall. Acting Mayor Randy Rhodes called the meeting to order at 7:02 pm. After all in attendance recited the Pledge of Allegiance, the Clerk called roll call: Acting Mayor Randy Rhodes “Here”, Melissa Layton “Here”, Kelly Horn “Here”, Tom Burke “Here”, Randy Rieke “Here”, Michelle Bennett “Here “and Joe Bukantos “Here”. Also present Police Chief Eric Kirbach and Superintendent Larry Rhodes. Not present Treasurer Lucille Hundley.
The minutes for the December 22 regular meeting were presented. After any additions or corrections were made a motion to approve was made by M. Bennett. Second by K. Horn. Motion passed 6-0.
The minutes for the special session meeting on December 29th were presented. After additions or corrections were made a motion to approve was made by K. Horn. Second by T. Burke. Motion passed 6-0.
The bills were presented for approval. After additions and corrections were made, motion to approve bills by R. Rieke. Second by M. Bennett. Motion passed 6-0.
Supervisor (L. Rhodes):
Supervisor Rhodes presented information from Benton and Associates for review. The information is regarding the area on Gorham Street.
Supervisor Rhodes stated the water breaks are beginning. Questions were directed as to the stimulus money for the water project. The money has not become available as of this time.
Police:
Chief Kirbach reported on new officers. Officer Charles Allen will be starting PTI training on January 29, 2010.
Treasurer (L. Hundley):
Nothing to report.
Committee Reports
Public Works, Streets, Alleys, and Utilities (J. Bukantos):
J. Bukantos stated the railroad is waiting on the weather to break.
Survey was presented from Benton and Associates regarding Dodd Street right of way. Discussion was held regarding the matter of parking and what could be done to resolve issue. Board to review information for further discussion.
Finance (R. Rieke):
Nothing to report.
Personnel/Human Resources (K. Horn):
K. Horn discussed insurance options for employees. A vision and life insurance plan are available to those interested. The cost for the plans would be the responsibility of the employee.
K. Horn stated he has reviewed the Drug Policy and there is a need for future revisions.
K. Horn is also working on the web-site to have the Ordinances on line.
Health & Safety (M. Bennett):
Nothing to report.
Building, Grounds and Lights (T. Burke):
T. Burke presented a bid from Rettberg’s for the placement of a second furnace in the new Police garage for the amount of $1945.00. No action was taken on this matter.
J. Bukantos stated the work that is needed to the Train Depot needs to be considered. Acting Mayor Rhodes to check into a possible account set aside for the Depot.
Community Development (M. Layton):
M. Layton reported to be working on information for the public to access on the web-site.
M. Layton stated there has been a suggestion made to have a Chamber of Commerce for Divernon in place.
Old Business
Acting Mayor Rhodes stated the information is still being put together for the Attorney General’s office regarding the ADA suit.
New Business
Acting Mayor Rhodes presented a donation request from the Auburn After Prom Committee. Motion to make a $50.00 donation to the Auburn After Prom Committee by M. Layton. Second by T. Burke. Motion passed 6-0.
Clerk Oldridge presented 3 liquor licenses for renewal. Motion to approve 3 liquor licenses by K. Horn. Second by T. Burke. Motion passed 6-0.
Suggestion was made to appoint Clerk Oldridge, Office Manager S. Arter, Chief E. Kirbach and Acting Mayor R. Rhodes as the new FOIA officers. Motion to approve 4 officers for FOIA by K. Horn. Second by J. Bukantos. Motion passed 6-0.
M. Layton presented a thank you from the Divernon American Legion Ladies Auxiliary for the use of the Village Square during the Halloween party.
