Board Meeting Minutes
December 8The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday December 8, 2010, at the Divernon Village Hall. Acting Mayor Randy Rhodes called the meeting to order at 7:00 p.m. After all in attendance recited the Pledge of Allegiance, The Clerk called roll call: Acting Mayor Randy Rhodes “Here”, Melissa Layton “Here”, Tom Burke “Here”, Randy Rieke “Here”, and Dianne Brenning “Here”, Joe Bukantos “Here”. Also present Chief E. Kirbach. Not Present Superintendent Larry Rhodes and Treasurer L. Hundley and Kelly Horn.
The minutes for the November 24th regular meeting were presented. After any additions or corrections were made a motion to approve was made by T. Burke. Second R. Rieke. Motion passed 5-0.
Motion to approve bill for $12,279.00 to Charles Bland Builders for sidewalk projects to be paid out of the Motor Fuel Tax and remainder from the General Fund by T. Burke. Second by J. Bukantos. Motion passed 5-0.
The bills were presented for approval. After additions and corrections motion to approve bills by T. Burke. Second by J. Bukantos. Motion passed 5-0.
Acting Mayor R. Rhodes recognized visitors Joe Fuchs and Charles Bland to discuss the work completed at J. Fuchs residence. T. Burke discussed the problems that have caused the disagreement. C. bland feels that the work that was completed was interfered with by J. Fuchs. M. Layton stated that the infraction was not handled correctly by the contractor. Discussion was held on how to handle these issues in the future. J. Fuchs stated the job was not completed in a satisfactory time frame and the job is not done correctly. C. Bland disagrees with this assessment of the work. Acting Mayor Rhodes will be looking into this issue to have the problems corrected.
Supervisor (L. Rhodes):
Supervisor Rhodes stated the generator at the Village Hall is not running the weekly testing properly. Supervisor Rhodes has contacted Rettberg’s to check the generator.
Supervisor Rhodes stated the Public Works Department thanked the Board for the bonuses they received.
The Public Works Department is getting ready for the upcoming snow removal. The snow emergency signs will be placed around the Village Square.
Police:
Chief Kirbach stated the Department also thanks the Board for the bonuses received.
Chief Kirbach presented 3 bids for the Crown Victoria

- $652.01
Motion to accept bid from Melissa Cisco of $652.01 to purchase the 1998 Crown Victoria by T. Burke. Second by D. Brenning. Motion passed 5-0.
Chief Kirbach stated he will be resigning from the Divernon Police Department as of 12-10-10.
Treasurer (L. Hundley):
Treasurer Hundley presented the monthly Treasurer’s report.
Committee Reports
Public Works, Streets, Alleys, and Utilities (J. Bukantos):
J. Bukantos discussed the sidewalk project and the problems that were encountered. The patch that was placed on State Street will be a temporary repair and should be repaired in the spring.
J. Bukantos questioned if there is any further information form Benton and Associates regarding the Sewer and water tower projects. Supervisor Rhodes stated they are waiting on the monies from the low interest loans.
Finance (R. Rieke):
Nothing to report.
Personnel/Human Resources (K. Horn):
Nothing to report.
Acting Mayor Rhodes recognized visitor Mark Petrelli from R. W. Troxell insurance to discuss the upcoming changes to the insurance coverage for Village employees. Motion to accept current plan option 1 with the increase by D. Brenning. Second by J. Bukantos. Motion passed 3-1-1 abstaining. R. Rieke voting “No”.
Health & Safety (T. Burke):
T. Burke reported that a court date for the Coughlin property is December 14th. There should be further information available at the next Board meeting.
Community Development (M. Layton):
M. Layton stated the nativity scene will not be replaced this year and will look into this after the first of the year.
Building, Grounds and Lights (D. Brenning):
D. Brenning discussed the contracts for the Village lawn care. This contract covers the Village Square, Village Hall and the sign at the east end of the Village. Motion to approve Designer Landscaping to provide services for the Village Square, Village Hall and the sign on the east side of town by T. Burke. Second by R. Rieke. Motion passed 5-0.
D. Brenning was informed that the siding on the Police garage is in need of repair.
Old Business
J. Bukantos discussed the water tower project. This project has been on the agenda for 3 years.
New Business
Clerk Oldridge stated the last day to file for the upcoming election will be December 20th. The Clerk will be available at the Village Hall from 3:30 to 5 pm to accept petitions.
J. Bukantos stated that he will be taping the meeting in the future.
Officer James Gerberding addressed the Board for the p[possible interim Chief of Police position. Officer Gerberding presented 2 proposals to the Board to consider. J. Gerberding has checked with the State of Illinois and there is a 2 week transition course that would need to be completed. The Board will take his request under consideration.
Motion to go into Executive Session at 8:44p.m. by T. Burke to discuss Personnel.
Open Meeting Continuation
Motion to accept the resignation of Chief Kirbach by T. Burke. Second by M. Layton. Motion passed 5-0.
Motion to appoint Jan Bowsher as the Administrative Assistant for the Divernon Police Department beginning 12-10-10 at the rate of $16.50 per hour by R.Rieke. Second by M. Layton Motion passed 5-0.
Motion to adjourn by M. Layton at 9:10 p.m.
