Board Meeting Minutes

December 30

 

The regular meeting of the Village of Divernon Board of Trustees was held on Tuesday December 30, 2008 at the Divernon Village Hall. Mayor Wade Carter called the meeting to order at 7:00 pm. After all in attendance recited the Pledge of Allegiance, the Clerk called roll call:  Mayor Carter “Here”, Randy Rhodes “Here”, John Caudle “Here” Betty Carter “Here”, Joe Bukantos “Here”.  Also present Police Chief Eric Kirbach and Superintendent Larry Rhodes.  Arriving late Tom Burke.

The minutes for the December 10th meeting were presented. After any corrections or additions were made a motion to approve was made by B. Carter. Second by J. Caudle. Motion passed 5-0.

The bills were presented for approval. After additions and corrections were made, motion to approve bills by J. Caudle. Second by R. Rhodes. Motion passed 5-0.

Supervisor (L. Rhodes):

Supervisor Rhodes presented a photo of illegal dumping at the sewer plant. The Board suggested the person responsible clean up the problem and pay fine. If responsible person does not clean the Village will add additional cost to fine. Motion to charge fine of $250.00 and have area cleaned up or $500.00 fine if Village does clean up by B. Carter. Second by T. Burke. Motion passed 5-0.

Don Belford will remain the Zoning Administrator until 12-31-08 and Jeremy Rhodes will resume duties as of 1-01-09.

Police:

Police Chief E. Kirbach presented a complaint regarding towing services after business hours. Chief Kirbach and the complainant have come to an agreement.

Police Chief Kirbach has researched the issue with abandoned vehicles and will address with the owners.

Motion to approve Chief Kirbach to attend a winter training conference held in Springfield Ill. from 1-23-09 thru1-26-09 for the amount of $225.00 by R. Rhodes. Second by T. Burke. Motion passed 5-0.

Treasurer (L. Hundley):

The monthly treasurer’s report was presented.

Committee Reports

Building, Grounds and Lights (R. Rhodes):

Nothing to report.

Finance (B. Carter):

B. Carter stated she has spoken to Sangamon County Clerks office regarding the TIF tax information. It is necessary for the Village to provide parcel numbers to determine the proper amounts of monies to be reimbursed to UCB under the Village’s TIF agreement with them. Mayor Carter will send letter to Sangamon County.

                                                                                                                                

Personnel/Human Resources (B. Carter)

Nothing to report.

R. Rhodes presented amendments to the Personnel Code for discussion.

Health & Safety (T. Burke):

T. Burke presented a letter sent to the Fire Marshal.

T. Burke reported on information from We Care Recycling for services at the rate of $175.00 per dump. T. burke will look into this for future discussion.

Public Works, Streets, Alleys, and Utilities (J. Bukantos):

Nothing to report.

Community Development (J. Caudle):

Nothing to report.

Old Business

Mayor Carter presented the Snow Route Ordinance for discussion. Suggestions were made for a letter to be sent to businesses and persons living around the designated area to inform of the changes. Motion to adopt the Snow Route Ordinance by R. Rhodes. Second by T. Burke. Motion passed 4-1. J. Bukantos voting “No”.

New Business

A letter of thanks was presented to the Board from the Chief and officers of the Divernon Police Department for the holiday gifts.

A letter from Officer Pearce requesting tuition reimbursement for an upcoming college course to improve on communication skills. B. Carter suggested checking the Ordinance in regards to this matter prior to approval.

Notification was received from Heartland Bank stating the payment of the Sewer Bond is due by 1-20-09 for the amount of $36,720.00.
