Board Meeting Minutes

December 22

 

 

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday December 22, 2010, at the Divernon Village Hall. Acting Mayor Randy Rhodes called the meeting to order at 7:00 p.m. After all in attendance recited the Pledge of Allegiance, roll call was taken: Acting Mayor Randy Rhodes “Here”, Melissa Layton “Here”, Kelly Horn “Here”, Tom Burke “Here”, Randy Rieke “Here”, and Dianne Brenning “Here”, Joe Bukantos “Here”. Also present Superintendent Larry Rhodes and Treasurer L. Hundley. Not present Clerk T. Oldridge.

The minutes for the December 8th regular meeting were presented. After any additions or corrections were made a motion to approve was made by T. Burke. Second D. Brenning. Motion passed 5-1. K. Horn voting “Present”.

The bills were presented for approval. After additions and corrections motion to approve bills by R. Rieke. Second by T. Burke. Motion passed 6-0.

Acting Mayor R. Rhodes recognized visitors Jane Hubbard and Bob BonDurant. Jane Hubbard received $100.00 and Bob BonDurant received $50.00 for the Christmas decoration contest.

Supervisor (L. Rhodes):

Supervisor Rhodes presented a bid for a new snow plow for the skid steer from the State of Illinois Bid list. Motion to purchase snow plow from Bobcat of Springfield for $2241.00 by T. Burke. Second by J. Bukantos. Motion passed 6-0.

Police:

5 applications for Police Chief have been received, 2 for the part time position. There was no ad placed in the State Journal Register due to cost. Ad was run in the MTU and Il police.org.

Formal resignation was received from E. Kirbach.

Treasurer (L. Hundley):

Treasurer Hundley reported the sales tax received for September was $11,340.62.

                                                                                                                                                                                                                       

Committee Reports

                                                                                   

Public Works, Streets, Alleys, and Utilities (J. Bukantos):

Nothing to report.

Finance (R. Rieke):

Nothing to report.

                                               

Personnel/Human Resources (K. Horn):

K. Horn stated the application for the Safe Routes to School Grant was submitted on December 13th.  The scoring system takes time and it may be spring before any information is received.

K. Horn questioned the Board’s decision on choosing Option 1 for the employees insurance. K. Horn feels the Board took a step in the wrong direction with the more expensive plan.

K. Horn will be making revisions to the Drug and Alcohol Policy due to changes from the State of Illinois.

                                                                                                                                   

Health & Safety (T. Burke):

T. Burke stated a letter is to be sent to the Board with details from adjudicator on the Caughlin property. A $500.00 fine right away, 60 days to clean up outside and inside, 120 day to get roof repaired up. Next series of fines will be $3500.00 per week for 7 violations after 120 days.

Community Development (M. Layton):

Nothing to report.

                                   

Building, Grounds and Lights (D. Brenning):

D. Brenning contacted Randy Bourne to check the outside of the Police garage.

Waiting on a contract from Designer Landscaping.

                                                                                   

Old Business

Acting Mayor R. Rhodes discussed placing camera and audio in the Village Hall. This was discussed a few years ago after the incident that took place in Florida.

New Business

Acting Mayor R. Rhodes presented liquor licenses for approval from the Corner Bar and Auburn Travel Center. Motion to approve licenses by T. Burke Second by M. Layton. Motion passed 6-0.
