A special meeting of the Village of Divernon Board of Trustees was held on Tuesday, August 30, 2011 at the Divernon Village Hall. Mayor Randy Rhodes called the meeting to order at 7:00 p.m. After the Pledge of Allegiance was recited by all in attendance, Trustee Cronister called roll: Randy Rhodes “Here”, Melissa Layton “Here”, Pam Cronister “Here”, Tom Burke “Here”, Randy Rieke “Here”, Derek Hedges “Here”, Diane Brenning “Here”. Also attending were Chief Barclay Harris, Superintendent Larry Rhodes and Village Attorney Capp O’Keefe.
R. Rhodes reported that he received a Letter of Resignation from Clerk Tracey Oldridge dated August 29, 2011. He advised that there would be paperwork from that evening’s meeting that will require the Village Clerk’s signature so he recommended that a temporary clerk be appointed as soon as possible. Rhodes advised that he had asked Trustee Cronister if she would accept the position on a temporary basis and she agreed. Burke made a motion to appoint Pam Cronister as temporary Village Clerk effective August 30, 2011. Brenning seconded the motion and roll was called: Layton “Aye”, Cronister “Abstain”, Burke “Aye”, Rieke “Aye”, Hedges “Aye”, Brenning “Aye”.
The Board recognized Donny Anderson from the International Union of Painters and Allied Trades District Council 58. Anderson advised V&T Painting LLC of Farmington Hills, Michigan, which was the low bidder on the water tower project. Anderson stated that they were not registered with the Secretary of State of Illinois nor did they have workers’ compensation insurance on-file with the State. Anderson was asking for a motion from the Board to table the awarding of the water tower project. Reggie Benton of Benton and Associates, the engineer for the water tower project stated that delaying the award would not be in the best interest of the Village.
Benton presented the bid tab for both Contract A, Water Tower Cleaning and Painting and Contract B, Water Meter Replacements. Benton advised that it is a requirement that all bidders must advertise in the Springfield paper for minority workers but that V&P Painting did not. He recommended the awards go to George Kountoupes for Contract A and C.E.Clark Contract B. He advised that the bid prices were on target with their cost projections and recommended that the Village elect the full scope of work rather than the alternate bids. Burke made a motion to award Contract A to George Kountoupes Painting Co. at their bid amount of $268,000.00 per Benton’s recommendation. After a second was heard from Rieke, roll was called: Layton “Aye”, Cronister “Aye”, Burke “Aye”, Rieke “Aye”, Hedges “Aye”, Brenning “Aye”, approving the motion. Burke then made a motion to award Contract B to C.E. Clark & Son Contractors, Inc. at their bid amount of $297,579.50. Rieke seconded the motion and it passed with all voting “Aye”. R. Rhodes and Cronister signed the Pre-award Compliance Review Report for All Applicants and Recipients Requesting EPA Financial Assistance and returned it to Benton for processing.
A motion was heard from Layton to go to Executive Session at 7:39 pm. to discuss Village personnel.
The Board returned from Executive Session at 8:02 p.m. and Layton made a motion to adjourn at 8:03 p.m.
