Board Meeting Minutes

August 26

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday August 26, 2009 at the Divernon Village Hall. Mayor Wade Carter called the meeting to order at 7:00 pm. After all in attendance recited the Pledge of Allegiance, the Clerk called roll call: Mayor Wade Carter, Melissa Layton “Here”, Randy Rhodes “Here”, Tom Burke “Here”, Randy Rieke “Here”, and Michelle Bennett “Here”. Also present Police Chief Eric Kirbach and Superintendent Larry Rhodes. Arriving late Joe Bukantos.

The minutes for the August 12th meeting were presented. After any corrections or additions were made a motion to approve was made by M. Bennett. Second by T. Burke.  Motion passed 5-0.

The bills were presented for approval. After additions and corrections were made, motion to approve bills by R. Rieke. Second by R. Rhodes. Motion passed 5-0.

Mayor Carter recognized visitor David Scott. D. Scott discussed letter received regarding trees to be removed at his home. This issue will be resolved.

Carol Dunlap homeowner at 100 E. Dodd discussed the property next to her home. Due to the overgrown yard it is causing a rodent problem. M. Bennett stated the homeowner has been sent a letter to resolve the issue, if no response is received, the matter will be turned over to the Sangamon County Health Department for further investigation.

Supervisor (L. Rhodes):

Supervisor Rhodes stated 22 new yield signs have been placed around town.

Supervisor Rhodes presented an estimate from Carter Tree Service. Trees at the Village Square total of $1500.00, Tree removal on Brown St. $75.00 and tree removal at 3rd and Brown $550.00.

Motion to accept bid from Carter Tree Service to not exceed $2125.00 by R. Rhodes. Second by T. Burke. Motion passed 6-0.

Supervisor Rhodes suggested purchasing a new skidster for the Public Works Department. There is a state program available for this equipment. L. Rhodes will look further into this matter.

Police:

Chief Kirbach stated the Bicycle Safety Program went well, there were 12 participants.

Treasurer (L. Hundley):

Nothing to report.

Committee Reports

Public Works, Streets, Alleys, and Utilities (J. Bukantos):

J. Bukantos stated the estimated cost for the Sidewalk Program should be around $12,000.00. J. Bukantos will be placing an ad for those interested to sign up.

M. Layton suggested to contacting the railroad to have the sidewalk crossing repaired. J. Bukantos to follow up.

                                                                                                                                                                                                                                      

Finance (R. Rieke):

Nothing to report.

Personnel/Human Resources (R. Rhodes):

Nothing to report.

Health & Safety (M. Bennett):

M. Bennett stated numerous letters have been issued for Ordinance Violations.

M. Bennett stated a letter was received regarding the property at 209 E. Dodd. The matter will be turned over to the Sangamon County Health Department for further investigation.

Building, Grounds and Lights(T. Burke):

Nothing to report.

Community Development (M. Layton):

M. Layton has spoken with Andy Goleman and will set up a meet and greet at the next board meeting with the Sangamon County Officials.

M. Layton suggested having a survey done for public interest.

 Old Business

Mayor Carter stated the construction project on I-55 should begin in 2010. This project will affect the traffic flow around the Village.

New Business

Nothing to report.

Motion to go into Executive Session by R. Rhodes.

Open Meeting Continuation

Motion to allow Chief Kirbach to hire 3 part time officers at $11.00 per hour by M. Bennett. Second by R. Rieke. Motion passed 6-0.

Motion to adjourn by M. Layton at 9:52 p.m.
