Board Meeting Minutes

August 12

                                                                                           

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday August 12, 2009 at the Divernon Village Hall. Mayor Pro-tem Randy Rhodes called the meeting to order at 7:01 pm. After all in attendance recited the Pledge of Allegiance, the Clerk called roll call: Mayor Pro-tem Randy Rhodes “Here”, Melissa Layton “Here”, Tom Burke “Here”, Randy Rieke “Here”, Michelle Bennett “Here”, Joe Bukantos “Here”. Also present Police Chief Eric Kirbach, Superintendent Larry Rhodes and Treasurer Lucille Hundley.  Not Present Mayor Wade Carter

The minutes for the July 22nd meeting were presented. After any corrections or additions were made a motion to approve was made by M. Bennett. Second by T. Burke. Motion passed 5-0.

The bills were presented for approval. After additions and corrections were made, motion to approve bills by R. Rieke. Second by J. Bukantos. Motion passed 5-0.

Mayor pro-tem Rhodes recognized visitor Adam Carey to discuss issues with trash burning and would like the ordinance revisited to address the problems. Mayor Pro tem Rhodes explained the Ordinance and suggested to have the police look into the issue further. The Board will look into the Ordinance for possible changes. A. Carey also questioned the contract with the garbage pickup. Flowers Sanitation is honoring the current contract and a new contract will be done later this year.

Supervisor (L. Rhodes):

Supervisor Rhodes stated the annual hydrant flushing will be held on August 29 and 30th.

Supervisor Rhodes has checked into the areas that are in need of tree removal and clean up. Suggestion was made to have Carter Tree Service have estimate done. There are a number of homeowners that have trees to address. M. Bennett will look into this matter

Supervisor Rhodes suggested outsourcing clean up along the curbing around the Village Square due to the amount of dust created and inadequate equipment. M. Layton will check into this matter.

Police:

Chief Kirbach reported a bicycle safety course will be held on August 22nd at the Village Hall. Children aged 8-12 years are encouraged to attend.

Chief Kirbach suggested having rifles placed in the squad cars. The State of Illinois offers rifles to departments.

Chief Kirbach presented 4 applications for the part time officer position for the Board to review. Interviews will be set for the next Board meeting.

Chief Kirbach has presented a Letter of Commendation to Officer Pearce for outstanding service to the department.

Chief Kirbach suggested looking to having set fines for ordinance violations and discontinue Board action.

Treasurer (L. Hundley):

The monthly Treasurer’s report was presented.

Treasurer Hundley stated the IMRF increase that was presented at the last Board meeting has increased to 10.14% instead of 10.00%. Motion to accept the 10.14 % increase for IMRF begin August 31st by M.

                                                                                                                          

Bennett. Second by R. Rieke. Motion passed 5-0.

Committee Reports

Public Works, Streets, Alleys, and Utilities (J. Bukantos):

J. Bukantos reported he is finalizing a plan for the sidewalk program. Discussion was held regarding what needs to be completed and funds available for project. Suggestion was made to look into the possible use of TIF district funds.

                                                                                                      

Finance (R. Rieke):

R. Rieke stated a notice to the public is not necessary for the Appropriation Ordinance if the population of town is less than 2000.

Personnel/Human Resources (R. Rhodes):

Nothing to report.

                                                                                

Health & Safety (M. Bennett):

M. Bennett stated a letter will be sent to the homeowner at 106 E. Dodd for grass violation.

A complaint has been received on the property at 203 S. 3rd, excess debris in the yard.

Suggestion was made to have ad placed for an Animal Control Officer.

Building, Grounds and Lights (T. Burke):

Nothing to report.

Community Development (M. Layton):

M. Layton stated she is working on web site with the Office Manager.

Nothing to report.                                                                                            

New Business

County Board member Andy Goleman suggested having the Village Board meet with different county officials for a meet and greet.

Next Board meeting will begin at 6 pm.
