Board Meeting Minutes
August 10
The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday August 10, 2011, at the Divernon Village Hall. Mayor Randy Rhodes called the meeting to order at 7:00 p.m. After all in attendance recited the Pledge of Allegiance, Clerk Oldridge called roll call: Mayor Randy Rhodes “Here”, Melissa Layton “Here”, Pam Cronister “Here”, Randy Rieke “Here” Derek Hedges “Here“ and Dianne Brenning “Here”. Also present Police Chief Barclay Harris and Superintendent Larry Rhodes. Arriving late Tom Burke.
The minutes for the July 27th regular meeting were presented. After any additions or corrections were made a motion to approve was made by P. Cronister. Second M. Layton. Motion passed 5-0.
The bills were presented for approval. After additions and corrections motion to approve bills by R. Rieke. Second by D. Brenning. Motion passed 5-0.
Mayor Rhodes recognized visitor Ed Stade. E. Stade addressed areas in town that are not cleaned up. Examples were given of yards not mowed, trailers parked on streets, blockage at stop signs and right of ways. Mayor Rhodes explained the Village Works Department is addressing many of the areas of concern and the Health and Safety committee has also addressed many of these areas. Proper procedures must be followed in order to address each of these problems. E. Stade questioned the trailers parked on the street. Mayor Rhodes explained the Ordinance that covers this area of concern.
Supervisor (L. Rhodes):
Superintendent Rhodes stated the old sickle bar can be sold by placing bids. Supervisor Rhodes will have an ad placed for bids on this equipment.
Discussion held on trees that need trimmed and removed around the Village. M. Layton will contact Carter Tree Service.
Police (B. Harris)
Police Chief Harris stated the bicycle rodeo went well. There were 12-15 participants and all received prizes. The PACT Camp was also enjoyed by those who attended.
All drug testing has been completed for new officers.
Committee Reports
Public Works, Streets, Alleys, and Utilities (P. Cronister):
P. Cronister has contacted the railroad and will set up a meeting. Superintendent Rhodes will be attending this meeting.
Finance (R. Rieke):
R. Rieke presented a sample of reports from QuickBooks for the Board to discuss.
Personnel/Human Resources (D. Brenning):
Nothing to report.
Health & Safety (T. Burke):
Nothing to report.
Community Development (M. Layton):
M. Layton stated the Christmas committee held a meeting. Members of this committee are Larry Baer, Jamie Stowers and Margaret Jessup. They discussed ideas for decorations and possible fund raising activities. The next meeting is set for August 25th at 6pm at the Village Hall.
The 2nd edition of the Village Newsletter will be issued in September.
New park benches and a handicap swing for the Village Square have been ordered.
Building, Grounds and Lights and Technology (D. Hedges):
D. Hedges discussed the ASC contract. More discussion is needed as to what Quick Books will provide the Village. It may be feasible to stay with ACS and have some of the work completed by Quick Books. D. Hedges will check into the problems with the upgrades that may not be getting completed. The current phone system may be causing problems with the upgrades. The current phone system was installed in 2000. The Office Manager will contact AmeriCall for information on upgraded systems. The Board agrees the upgrade is needed and possibly a 2nd line to be placed.
Old Business:
P. Cronister stated the Website needs to be upgraded to a current status.
New Business:
Thank you letters received from First Response Fund for Joplin, Mo. and the Divernon Library for the donations.
Motion to go into Executive Session to discuss Personnel by M. Layton.
