Board Meeting Minutes

April 8

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday April 8, 2009 at the Divernon Village Hall. Mayor Wade Carter called the meeting to order at 7:00 pm. After all in attendance recited the Pledge of Allegiance, the Clerk called roll call: Randy Rhodes “Here”, Tom Burke “Here”, Betty Carter “Here”, John Caudle “Here”, and Joe Bukantos “Here”.  Also present Police Chief Eric Kirbach, Superintendent Larry Rhodes and Treasurer Lucille Hundley.  

The minutes for the March 25th meeting were presented. After any corrections or additions were made a motion to approve was made by T. Burke. Second by R. Rhodes. Motion passed 4-1. J. Caudle voting “present”.

The bills were presented for approval. After additions and corrections were made, motion to approve bills by B. Carter. Second by T. Burke. Motion passed 5-0.

Supervisor (L. Rhodes):

Supervisor Rhodes presented a bid from Carter Tree Service for the removal of a tree and stump at 203 E. Springer for the amount of $500.00. Motion to accept bid from Carter Tree Service for $500.00 to remove tree at 203 E. Springer by R. Rhodes. Second by T. Burke. Motion passed 5-0.

J. Bukantos questioned if Benton and Assoc. have scheduled time to check the streets for maintenance.

Police:

Nothing to report.

Treasurer (L. Hundley):

The monthly treasurer’s report was presented.

Treasurer Hundley report the sales tax received for January 2009 was $5095.34 which is a decrease from December 2008.

Committee Reports

Building, Grounds and Lights (R. Rhodes):

R. Rhodes reported the garage is almost complete and a meeting with the contractor is set for Monday April 13th at 4 p.m.

R. Rhodes suggested considering a 4 way stop sign to be placed at the corner of Brown and Third due to the traffic issues and speeding. R. Rhodes will check with the Sangamon County Highway Department for placement of any signs to alert the traffic of the changes.

                                                                                                         

Finance (B. Carter):

B. Carter stated she has been meeting with staff to gather information for the Appropriation Ordinance.

Personnel/Human Resources (B. Carter)

Nothing to report.

Mayor Carter stated the personnel evaluations will be discussed at the next Board meeting.

                                                                                                                      

Health & Safety (T. Burke):

T. Burke discussed the Village wide garage sale and clean up. There has been interest expressed by the public to have this event. The cost of the dumpsters has increased this year by $25.00 per dump. Suggested dates are May 9th and May 16th, J. Caudle will check with Allied Waste and Wiseman’s Savage for availability. Motion to accept the dates of May 9th for the garage sale and May 16th for the clean up by T. Burke. Second by R. Rhodes. Motion passed 5-0.

Public Works, Streets, Alleys, and Utilities (J. Bukantos):

J. Bukantos discussed the meeting with Steve Gilbreth of Benton and Associates regarding grants and loans available for future projects. S. Gilbreth will get information available to present to the Board at a later date.

Mayor Carter discussed the Federal stimulus package and encouraged the Board to get in touch with our representatives.

Community Development (J. Caudle):

J. Caudle stated the community garden is going well and most of the lots have been taken.

Old Business

Mayor Carter stated he is checking with the Village attorney Cap O’Keefe regarding the progress of the Flood Buyout.

New Business

The new Village Board will be seated at the May 13th meeting.

Motion to adjourn by R. Rhodes at 7:42 p.m.
