Board Meeting Minutes

 

 

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday April 28, 2010, at the Divernon Village Hall. Acting Mayor Randy Rhodes called the meeting to order at 7:00 pm. After all in attendance recited the Pledge of Allegiance, the Clerk called roll call: Acting Mayor Randy Rhodes “Here”, Melissa Layton “Here”, Kelly Horn “Here”, Randy Rieke “Here”, Michelle Bennett “Here”, and Joe Bukantos “Here”. Also present Police Chief Eric Kirbach and Superintendent Larry Rhodes. Not present Tom Burke and Treasurer Lucille Hundley.

The minutes for the April 14th regular meeting were presented. After any additions or corrections were made a motion to approve was made by K .Horn. Second by M. Layton. Motion passed 5-0.

The bills were presented for approval. After additions and corrections were made, motion to approve bills by M. Bennett. Second by M. Layton. Motion passed 5-0.

Acting Mayor Rhodes recognized visitors Jodi Carter, Sarah Dambacher, Carolyn Brown and Tracey Emerson requesting the use of the Village Square and to block off a section of 2nd street in front of the American Legion. They will be having a DJ till 10 pm. Motion to approve the use of the Pavilion and the electricity for a fee of $15.00 by K. Horn. Second by M. Layton. Motion passed 5-0.

Dorla Revis was present to discuss the need for rock at 630 State St. There is also tile that is not draining and causing problems. The Village plans to have tile repaired.

Supervisor (L. Rhodes):

Supervisor Rhodes presented the MFT Proposal for FY 11 for review by the Board. Discussion was held on how to properly repair the roads and the funding needed to complete projects. Supervisor Rhodes suggested having roads done with emulsion which would last longer and builds up over time. A comprehensive plan would be necessary to plan for future projects. Supervisor Rhodes stated the areas in need at the present time are due to damage. The Village Engineers will be available at the next Board meeting. K. Horn suggested starting work on a plan.

Supervisor Rhodes presented a letter from the Sangamon County Highway Department that states the street signs need to be updated. An inventory of the signs was taken and the cost could be up to $5000.00 to replace all signs. Supervisor Rhodes will discuss the matter further with the County.

Police:

Chief Kirbach stated there were 4 interviews for the Animal Control officer. Motion to hire David Scott for Animal Control Officer by M. Bennett. Second by K. Horn. Motion passed 4-1. M. Layton voting “Nay”.

Treasurer (L. Hundley):

Nothing to report.

Committee Reports

Public Works, Streets, Alleys, and Utilities (J. Bukantos):

J. Bukantos has spoken to the railroad and the work should be started in 6-8 weeks. They will be working on the railroad crossings from Farmersville to Springfield.

                                                           

Finance (R. Rieke):

R. Rieke discussed the Appropriation Budget for FY 11.

Personnel/Human Resources (K. Horn):

K. Horn presented the Drug and Alcohol Policy for review. Motion to adopt the Drug and Alcohol policy by K. Horn. Second by M. Bennett. Motion passed 5-0.

K. Horn stated the upcoming drug and alcohol training for R. Killam and L. Rhodes could be completed online at no charge.

K. Horn discussed the cost of employee insurance and the premiums are less than last year’s cost.

                                                                       

Health & Safety (M. Bennett):

M. Bennett stated the inspection of the property at 1st and Kenney was held and a report will be presented at a later date.

Community Development (M. Layton):

M. Layton is continuing to work on the Chamber of Commerce. M. Layton has been discussing the matter with business owners and is working on a packet to present to businesses regarding the Chamber.

M. Layton presented information on new signs for the Village. The cost could run from $1,800.00 to $2,000.00 also a digital sign for the Village Hall could cost around $19,000.00. This issue was tabled for further discussion.

A sample questionnaire was presented to use for a Village survey. The Board will discuss at a later meeting.

M. Layton stated Peggy Jones was very happy to receive the water for the Community Garden. M. Layton questioned if there was a sign available. Clerk Oldridge stated the sign was put in last year by P. Jones.

M. Layton will be filling the flower pots for around the Village Square and should be ready by Memorial Day.

M. Layton questioned the parking available at the end of Dodd St. for the ballpark. There have been some issues presented.  Chief Kirbach will look further in to this matter.

M. Layton is looking into what real estate properties are available at the UCB addition and apartments available and possible restaurants in the area to have posted on the web site.

Building, Grounds and Lights (T. Burke):

Motion to place a water spigot at the community garden to be paid for out of the general fund by M. Bennett. Second by M. Layton. Motion passed 5-0.

Motion to adjourn to go into Executive Session to discuss Personnel by K. Horn at 9:07pm.

Open Meeting Continuation

Motion to retain Lawrence Travis as the Village Auditor by R. Rieke. Second by M. Layton Motion passed 5-0.

Motion to hire Ryan Stephens as a part-time employee for summer by M. Bennett. Second by J. Bukantos. Motion passed 5-0.                             

Motion to accept changes of vacation and personal time to Personnel Code effective 1-1-10 by M. Layton. Second by M. Bennett. Motion passed 5-0.

Board to reevaluate employee raises due to financial restraints after 10-1-10.

Motion to adjourn by M. Layton at 10:10 p.m.
