Board Meeting Minutes

April 22

 

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday April 22, 2009 at the Divernon Village Hall. Mayor Pro Tem T. Burke called the meeting to order at 7:00 pm. After all in attendance recited the Pledge of Allegiance, the Clerk called roll call: Randy Rhodes “Here”, Tom Burke “Here”, Betty Carter “Here”, John Caudle “Here”, Joe Bukantos “Here”.  Also present Police Chief Eric Kirbach. Not present Mayor Wade Carter, Superintendent Larry Rhodes and Treasurer Lucille Hundley.  

The minutes for the April 8th meeting were presented. After any corrections or additions were made a motion to approve was made by J. Caudle. Second by B. Carter. Motion passed 5-0.

The bills were presented for approval. After additions and corrections were made, motion to approve bills by B. Carter. Second by J. Bukantos. Motion passed 5-0.

Supervisor (L. Rhodes):

Nothing to report.

Police:

Nothing to report.

Treasurer (L. Hundley):

The monthly treasurer’s report was presented.

B. Carter advised the Board regarding the monies received in tax revenues continue to decrease.

Committee Reports

Building, Grounds and Lights (R. Rhodes):

R. Rhodes reported the garage is complete.

R. Rhodes spoke with Tim Zahrn from the Sangamon County Highway Department regarding the placement of a 4 way stop at the corner of Brown and Third Streets. It was suggested that the County would contact the Township also and run a vehicle count check. There have been complaints regarding the excess speeding on Divernon Road. The County is working on a plan and will get back with the Board in the future.

Finance (B. Carter):

B. Carter stated she has been working on the budget and figures should be available soon.

B. Carter stated Bill Gregurich has agreed to perform the Audit for FY 09.

Personnel/Human Resources (B. Carter)

Personnel evaluations will be reviewed at a special Board meeting on April 29th.

                                                                                                                      Health & Safety (T. Burke):

T. Burke reported the Village wide clean up is set for May 16th. The Village wide garage sale will be May 9th. Notification will be posted for the public.

T. Burke stated a notice was sent to the homeowners at 200 W. South St. regarding the clean up needed.

Public Works, Streets, Alleys, and Utilities (J. Bukantos):

J. Bukantos stated he has not heard back from Steve Gilbrath from Benton and Assoc. regarding grant availability.

Supervisor Rhodes and Reggie Benton have surveyed the roads and will have proposal available at the next Board meeting.

J. Bukantos stated the Identity Theft Programs are in place and ready for the May 1 deadline.

J. Bukantos and Ron Killiam Village Gas Operator attended the IMGA gas meeting in Effingham. Notification for future needs will be available through the internet.

J. Bukantos stated he is looking into projects for railroad crossings.

Community Development (J. Caudle):

J. Caudle discussed the application for the Governors Home Town award.

J. Caudle reported the hazardous waste collections are only being done in the northern part of the state. There is no longer a county wide pick up. For further information contact Todd Marble with the IEPA.

Old Business

Mayor Pro tem stated no news on the Federal Stimulus Package and suggested to contact congressional representatives.

New Business

Discussion was held regarding a building permit for a business that was not obtained prior to the work being completed. The permit could have been obtained before the last board meeting. Discussion was held regarding fees to be paid and possible fines. Motion to approve application for ramp that was built and collect fee of $25.00 by R. Rhodes. Second by T. Burke. Motion passed 3-2. J. Bukantos and B. Carter voting “No”.

B. Carter stated she disagrees with the decision regarding the issuance of the permit. The present Board will be setting precedent for the future handling of these matters.

Motion to go into Executive Session by B. Carter.

Open Meeting Continuation

A special meeting of the Village Board will be held on April 29th at 7 pm. Notice will be posted by April 27th at 7 am.

Motion to adjourn by R. Rhodes at 9:42 p.m.
