Board Meeting Minutes

April 13

 

 

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday April 13, 2011, at the Divernon Village Hall. Acting Mayor Randy Rhodes called the meeting to order at 7:00 p.m. After all in attendance recited the Pledge of Allegiance, Acting Clerk called roll call: Acting Mayor Randy Rhodes “Here”, Melissa Layton “Here”, Tom Burke “Here”, Randy Rieke “Here”, and Dianne Brenning “Here”.  Also present Superintendent Larry Rhodes and Police Chief Barclay Harris and Treasurer Lucille Hundley.  Not present Kelly Horn and Joe Bukantos.

The minutes for the March 23rd regular meeting were presented. After any additions or corrections were made a motion to approve was made by M. Layton. Second D. Brenning. Motion passed 4-0.

The bills were presented for approval. After additions and corrections motion to approve bills by R. Rieke. Second by T. Burke. Motion passed 4-0.

Acting Mayor Randy Rhodes recognized visitor Jim Leverenz requesting a dead end sign be place at Corn Silk to reduce the amount of vehicles having to turn around not knowing the road is a dead end. Also a trailer is being parking on the road side across from his home. Pictures were presented to the Board regarding this matter. Suggestions were made to check in to the covenece for the Subdivision.  If the trailer is attached to a vehicle it can be parked on the Village streets.

Supervisor (L. Rhodes):

Supervisor Rhodes presented the Street Maintenance estimate from Benton and Associates. Discussion was held on the cost to cover all the streets to be repaired. There may be a need to transfer monies from the Gas Fund to MFT Fund to cover expenses. L. Rhodes to contact Benton to finalize the plan. Further discussion was held on the road on the east side of the tracks at the end of State Street. Village will keep area patched until a further need arises.

Supervisor Rhodes questioned if the Village would continue to mow the property on South 1st Street. The owner will be contacted and if it deems necessary the Village will cut the yard and charge the owner $500.00 each time.

Police (B. Harris)

Police Chief Harris stated 2 Star Com radios have been ordered.

Chief Harris stated at the present time the Village is in compliance with NIMS.

Chief Harris recently attended a leadership class through MTU.

Treasurer (L. Hundley):

Treasurer L. Hundley presented the monthly Treasurer’s report.

                                                                                                                                                                       

                                                                       

Committee Reports

                                                                                   

Public Works, Streets, Alleys, and Utilities (J. Bukantos):

Nothing to report.

Finance (R. Rieke):

R. Rieke presented a rough draft of the Appropriations Ordinance for the Board to review. Discussion was held on changes the Village Board may need to consider.

                                                                                                                                   

                                               

Personnel/Human Resources (K. Horn):

Nothing to report.

Acting Mayor Rhodes presented Drug and Alcohol testing information for the Board to review.

                                   

Health & Safety (T. Burke):

T. Burke discussed the Coughlin property and a letter was sent from Sangamon County Health Department describing what the owner still needed to complete to be in compliance.

Discussion was held regarding a letter from the homeowner at State and Dodd. The homeowner is upset that the trees were removed even though they were on Village property.

                                                                                               

Community Development (M. Layton):

M. Layton presented information regarding waste removal for the Village Wide Clean up. Flowers Sanitation will charge $430.00 per dumpster. They will also provide extra personnel for the cleanup. Wiseman’s will be taking all metal that day also.                                                    

Building, Grounds and Lights (D. Brenning):

D. Brenning presented bids for the concrete driveway on the east side of the Police garage.

Langheim Concrete $3192.00, Thurber Excavating $3650.00. Motion to accept the bid of $3192.00 from Langheim Concrete to be paid from the Police Fund by T. Burke. Second by R. Rieke. Motion passed 4-0. D. Brenning will be contacting Langheim.

Suggestions were made to look into new playground equipment for the Village Square. M. Layton will look into catalogs for this project.

Nothing to report.

New Business:

Discussed held on the trailers parked on the property owned by Bill Fuchs on the Village Square. Chief Harris will be checking into this matter.

Motion to go into Executive Session by T. Burke.

Open Meeting Continuation:

Motion to change the Village employee’s pay schedule to a bi-weekly period from the 1st and 15th of each month for a total of 26 pay periods per year beginning May 1, 2011 by R. Rieke. Second by M. Layton.  Motion passed 4-.0

Discussion was held on the possible hiring of a fulltime Police Officer. Motion to hire Robert Hodson for the full time Police Officer position with the beginning salary of $25,000 per year by M. Layton. Second by R. Rieke. Motion passed 4-0.

The Board discussed the Peddlers license fees. Motion to add a $50.00 seasonal fee to the Peddlers License schedule by R. Reike. Second by M. Layton. Motion passed 4-0.

Motion to donate $50.00 to the Girl Scouts for the Easter egg hunt on April 23, 2011 in the Village Square by M. Layton. Second by D. Brenning. Motion passed 4-.0
