Board Meeting Minutes
May 27The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday May 27, 2009 at the Divernon Village Hall. Mayor Wade Carter called the meeting to order at 7:00 pm. After all in attendance recited the Pledge of Allegiance, the Clerk called roll call: Melissa Layton “Here”, Randy Rhodes “Here”, Randy Rieke “Here”, Michelle Bennett “Here”, Joe Bukantos “Here”. Also present Police Chief Eric Kirbach and Superintendent Larry Rhodes. Not Present John Caudle.
The minutes for the May 13th meeting were presented. After any corrections or additions were made a motion to approve was made by M. Bennett. Second by J. Bukantos. Motion passed 5-0.
The bills were presented for approval. Motion to donate $50.00 to the Township Library summer reading program by M. Layton. Second by R. Rieke. Motion passed 5-0.
Motion to place a full page ad in the Divernon Homecoming Association Booklet for the upcoming homecoming for $60.00 by J. Bukantos. Second by R. Rhodes. Motion passed 5-0.
After additions and corrections were made, motion to approve bills by R. Rhodes.
Mayor Carter recognized visitor Connie Walker regarding dog bite violation. C. Walker feels the violation should be dropped due to the persons involved were trespassing on her property. The Board is to determine if any fines are to be placed on the violation. After further discussion it was suggested to drop the violation. Motion to dismiss the village citation based on information presented to the Board by R. Rhodes. Second by R. Rieke. Motion passed 5-0.
Chris Chambers was present regarding two violations for burning after 7 p.m. and burning of toxic materials. Board action must be taken for the burning violations. Upon further discussion it was suggested to drop the violation for the burning of toxic material. Motion to dismiss the violation for burning of toxic materials after 7 p.m. by R. Rhodes. Second by J. Bukantos. Motion passed 5-0.
Mayor Carter presented a building permit for Rettberg’s to rebuild storage units on Brown Street. Motion to accept permit to rebuild storage units by R. Rhodes. Second by M. Layton. Motion passed 5-0.
Supervisor (L. Rhodes):
Noting to report.
Mayor Carter stated he has received a call from Senator Bomke stating that funding for the upcoming water line project should be received.
Police:
Chief Kirbach reported on Ordinance Violations.
Chief Kirbach has spoken to the homeowners of 209 E. Dodd St. The owners are not taking responsibility of the property. The Sangamon County Recorder’s office will be contacted to determine which bank holds the mortgage.
Chief Kirbach discussed the placement of the stop sign at the intersection of Brown and Third Streets. The placement could cause traffic problems. Suggestion was made to place a speed limit sign on Brown Street after First Street heading west and contacting the Sangamon County Highway
Department about placing a 45 mile speed limit zone up to Dambacher Rd.

Committee Reports
Building, Grounds and Lights ():
R. Rhodes discussed electrical update at the Village square. Work needs to begin soon to be completed prior to the Divernon Homecoming. Motion to accept bid from Rettberg’s for electrical work to be completed at the Village square for the amount of $7544.00 by R. Rhodes. Second by J. Bukantos. Motion passed 5-0.
Suggestions were made for the pavilion to be repainted.
Finance: ( R. Rieke)
R. Rieke to meet with Betty Carter to discuss the FY10 Appropriation and Budget.
Personnel/Human Resources: (R. Rhodes)
R. Rhodes to look into revisions that need to be updated.
Health & Safety: (M. Bennett)
Nothing to report.
Public Works, Streets, Alleys, and Utilities: (J. Bukantos)
J. Bukantos and Superintendent Rhodes have reviewed the drainage problems in the High Acres Subdivision. Suggestions have been made to help alleviate the problems. Superintendents Rhodes will be informing the homeowners.
J. Bukantos discussed the yard waste bags being picked up. M. Bennett questioned how often yard waste is picked up. Superintendent Rhodes stated they are picked up daily if possible. J. Bukantos will look further in to this issue.
J. Bukantos and R. Rhodes reported on the sidewalk program for 2009. 5000 linear ft. of sidewalk are still in need of replacement including work to be completed around the Village Square.
Community Development: (M. Layton)
M. Layton presented a thank you from Peggy Jones for the use of the property on Third Street for the community garden. P. Jones suggested a water source to be put in place if the project is to be continued.
