The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday April 23, 2008 at the Divernon Village Hall. Mayor Wade Carter called the meeting to order at 7:03 pm. After all in attendance recited the Pledge of Allegiance, the Clerk called roll call: Mayor Wade Carter “Here”, Gretchen Henson “Here”, Randy Rhodes “Here”, Tom Burke “Here”, Betty Carter “Here”, Joe Bukantos “Here”. Also present were Supervisor Rhodes, Treasurer L. Hundley and Administrative Assistant Jan Bowsher. Not present John Caudle.
The minutes of the regular Board meeting on April 9, 2008 were presented. After reviewing and any correction made a motion to approve was made by B. Carter and second by T. Burke. Motion passed 5-0.
The monthly bills were presented for approval. Mayor Carter presented a letter from the Divernon Homecoming Committee requesting an ad to be placed in the homecoming book. Motion to approve ad for a full page for $60.00 by J. Bukantos. Second T. Burke. Motion passed 5-0. Mayor Carter presented a letter from the Auburn high School for a promotional ad to be placed during the Lincolnland All-star Classic on June 27th . Motion to place a ½ page ad for $25.00 by B. Carter. Second R. Rhodes. Motion passed 5-0. After additions and corrections were made, motion to approve bills by T. Burke. Second by G. Henson. Motion passed 5-0.
Supervisor(L. Rhodes):
Supervisor Rhodes presented 4 applications for the temporary part-time employee. The position will be filled as soon as possible. The starting pay will be $11.00 per hour. Motion to have Supervisor Rhodes determine the new employee by G. Henson. Second by B. Carter. Motion passed 4-1. T. Burke voting no.
Supervisor Rhodes stated there have been 4 applications for the Gas Operator position. There is 1 applicant that is qualified and will set up interviews. The Board will review the applications and interview after the preliminary interviews have been completed.
Police
Mayor Carter stated the Ordinance for clean-up needs to be enforced. Administrative Assistant Bowsher will compile list of homeowners that need to comply. R. Rhodes stated the letters need to be specific regarding the regulations. Mayor Carter suggested to place a notification on the website.
J. Bowsher stated there have been 2 burglaries solved. There have been a number of issues with juvenile alcohol consumption. J. Bukantos questioned if they could be used for community service. J. Bowsher stated the guidelines state they need to be supervised during the time served. The law is 25 hours of service per crime.

L. Hundley passed out the monthly reports.

Committee Reports
Building,Grounds and Lights and Technology ( R. Rhodes):
R. Rhodes stated the website is available at divernonil .com. R. Rhodes requested any additional information to place on the website. Supervisor Rhodes suggested a spot for gas emergencies and after hours information.
J. Bukantos suggested a tree at the park be considered for removal due to the limbs that are damaged. Supervisor Rhodes will contact Carter Tree Service for quote on removal of tree and stump. J. Bukantos also suggested to meet with R. Rhodes along with Supervisor Rhodes meet to determine additional needs for park improvement.
Finance
B. Carter has meet with J. Bowsher, R. Rhodes and L. Rhodes and will meet with J. Bukantos and J. Caudle regarding budget figures.
Personnel/Human Resources ( G. Henson):
G. Henson requested the final draft of the personnel codes.
Health & Safety (T. Burke):
T. Burke stated there are 10 applications for the Police Chief position. T. Burke, G. Henson and J. Bowsher will meet on April 27th to review.
No further information has been received regarding the referral to Sangamon County Public Health Department on the property on Dodd St.
T. Burke stated that he attended the weather spotter class on April 14th.
B. Carter suggested to have an origination such as the Boy Scouts, distribute fliers regarding areas in need of clean up around the village.
Public Works,Streets,Alleys and Utilities(J. Bukantos):
Mayor Carter presented The Ordinance for Emergency Snow Removal around the Village square, for the Board to review. R. Rhodes suggested changes for towing of vehicles is needed.
J. Bukantos stated a complaint was made regarding sidewalk repair at the home of Terry Peet. Supervisor Rhodes will check into the area.
Community Development(J. Caudle):
Nothing to report.
Old Business
Nothing to report.
New Business
Mayor Carter presented employee evaluations for review and discussion at the next Board meeting.
Mayor Carter received a letter from the Illinois Department of Community and Economic Opportunity regarding grants available and will have Reggie Benton of Benton and Associates review.
J. Bukantos stated there could be a need for a grants man to check into other grants available.
