The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday April 9, 2008 at the Divernon Village Hall. Mayor Wade Carter called the meeting to order at 7:00 pm. After all in attendance recited the Pledge of Allegiance, the Clerk called roll call: Mayor Wade Carter “Here”, Gretchen Henson “Here”, Randy Rhodes “Here”, Tom Burke “Here”, John Caudle “Here”, Betty Carter “Here”, Joe Bukantos “Here”. Also present were Supervisor Rhodes, Treasurer L. Hundley and Administrative Assistant Jan Bowsher.
The minutes of the regular Board meeting on March 26, 2008 were presented. After reviewing and any correction made a motion to approve was made by R. Rhodes and second by T. Burke. G. Henson present. J. Bukantos present. Motion passed 4-2.
The monthly bills were presented for approval. After additions and corrections were made, motion to approve bills by T. Burke. Second B. Carter. Motion passed 6-0.
Mayor Carter recognized visitors Randy Olson and Kevin Zimmerman representing the Divernon Sportsman's Club. The Sportsman's Club is requesting donations for the upcoming fireworks on July 5th.. B. Carter stated the donation should be kept the same for all other organizations requesting donations. The new budget for fiscal year '09 will be done in May and the amount for the next year's fireworks should be considered at that time. T. Burke questioned the increased cost for the show. R. Olson stated the costs have increased each year $300.00 to $350.00. R. Rhodes requested the amount available in the donation funds. Treasurer Hundley stated there is $1004.00 available at this time. T. Burke suggested the donation of $500.00 be made. G. Henson agreed to the amount. J. Bukantos made motion to donate $500.00 to the Divernon Sportsman's Club for the July 5th fireworks show. Second by G. Henson. Motion passed 5-1. B. Carter voted No.
Supervisor(L. Rhodes):
Supervisor Rhodes will have an ad for the Divernon News for the position needed for extra help. J. Bukantos questioned the Board regarding the suggestion to hire 2 people to help with the needed clean up around town. Supervisor Rhodes questioned if there are anyone available that may have community service to do. T. Burke stated the ad should state that the position is a temporary part time position.
Police
On March 19th Officer Bowsher attended an Executive Law Enforcement committee meeting.
Administrative Assistant Bowsher stated the vehicle computers have all been updated as required by the Sangamon County Central Dispatch.
Treasurer's Report
L Hundley presented the monthly report.
B. Carter stated that the Treasurer should arrange to have monies transferred form the Waterline Replacement Fund currently in Illinois Funds Primefund to the regular Sewer Fund account to cover engineering cost by Benton and Associates for the waterline replacement program in the amount of $12250.00.

Treasurer Hundley questioned the sick time for Police Officers during their probation period. Currently the time is 1 year prior to receiving any sick time. This issue has been discussed previously but not voted on.
Committee Reports
Building,Grounds and Lights and Technology ( R. Rhodes):
R. Rhodes reported the trees have been removed from behind the Village Hall for the future garage to be built.
The window in the Chief's office needs to be checked and possibly repaired. There is a need for a new lock on the furnace room door. It was reported the corner of the parking lot at the Village Hall needs to be filled in due to the vehicles running off the lot and creating a mud hole. Supervisor Rhodes will place rock in the area.
Finance
B. Carter requested the information for the fiscal year 2009. B. Carter will meet with Supervisor Rhodes, R. Rhodes and J. Bukantos next week. The information is needed for the Appropriations Ordinance and budget to be completed.
Personnel/Human Resources ( G. Henson):
G. Henson reported the job description for the Gas Operator position has been started and will discuss further with Supervisor Rhodes.
G. Henson stated the Illinois Testing Service is producing a marketing brochure and has requested to use Divernon as client listing.
Health & Safety (T. Burke):
T. Burke reported a complaint has been issued for the property at 209 W. Dodd due to the condition of the home. Pictures of the property have been taken and the complaint will be forwarded to the Sangamon County Department of Health.
Public Works,Streets,Alleys and Utilities(J. Bukantos):
J. Bukantos stated the Illinois Commerce Commission has information for possible improvements to the railroads and highways. J. Bukantos will check further into this matter. The IDOT Dist 6 will be contacted regarding the crossing on Brown Street.
Community Development(J. Caudle):
J. Caudle has set a tentative date for the Village clean up for May 10th. J. Caudle will check with Allied Waste and Wiseman's Salvage for availability. The Village wide garage sale would be on May 3rd. The information will be placed in the Divernon News when finalized.
The new park committee has met and established a new e-mail address, divernonpark@yahoo.com. The public is welcome to leave their comments at this address. The next meeting is planned for April 21 at 6:30 P.M. at the Village Hall.
Old Business
Mayor Carter stated the employee evaluations should be completed for the next Board meeting.

B. Carter stated there is a number of delinquent letters. The Board need to look into the Utilities Ordinance for changes in the late fees. R. Rhodes questioned the fees for reconnection and if there are any after hour reconnect service available. At the present time there are no after hour services available. B. Carter questioned the progress for the web site. R. Rhodes stated it should be ready the week of April 14th.
J. Bukantos made motion to amend the Zoning Ordinance to include that all commercial and industrial building permits be presented to the Board prior to approval. Second by R. Rhodes. Motion passed 6-0.
New Business
Mayor Carter stated the new Comcast e-mail addresses need to be given to the Office Manager to update the phone list.
Motion to amend the Personnel Code to have the full time police officers sick time available after six months with the probation period staying at 1 year by T. Burke. Second by B. Carter. Motion passed 6-0.
