The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday February 13, 2008 at the Divernon Village Hall. Mayor Wade Carter called the meeting to order at 7:00 pm. After all in attendance recited the Pledge of Allegiance, the Clerk called roll call: Mayor Wade Carter “Here”, Gretchen Henson “Here”, Randy Rhodes “Here”, Tom Burke “Here”, Betty Carter “Here”, Joe Bukantos “Here”. Also present were Supervisor Larry Rhodes, Treasurer Lucille Hundley. Arriving late John Caudle.
The minutes of the regular Board meeting on January 23, 2008 were presented. After reviewing and any correction made a motion to approve was made by T. Burke and second by G. Henson. Motion passed 5-0.
The monthly bills were presented for approval. After additions and corrections were made, motion to approve bills by B. Carter. Second J. Bukantos. Motion passed 5-0.
Mayor Carter recognized visitors Randy Olson and Kevin Zimmerman representing the Sportsman's Club. The Club is requesting donations for the upcoming fireworks show. R. Olson explained the increase in cost that will effect the amount of fireworks they are able to show. J. Bukantos stated this is a community event and should be supported, suggesting the Village donate $1000.00. R Rhodes stated that the event is very positive for the community. B. Carter stated the total amount appropriated for donations for the fiscal year is $2500.00, $1000.00 of which has already been spent and she feels the remaining should be distributed to many organizations. T. Burke does not feel that the Village can give the amount of $1000.00 this year and should budget for the event next year. Mayor Carter suggested tabling the issue and discussing it at a later meeting.
Supervisor(L. Rhodes):
Supervisor Rhodes spoke with the water engineer at Benton and Associaties and they are to proceed with a plan for the replacement of water lines.
Police
Administrative Assistant J. Bowsher has completed evaluations for Officers Pearce, Gray, Hoagland Gerberding, and Stirmell. These have been forwarded to Mayor Carter for approval.
An ad for the Police Chief position will be placed and run from 3-15-08 through 4-15-08 in various advertisements.
Treasure's Report
Treasurer Hundley presented the Treasurer report.
Treasurer Hundley requested to be able to post the bills on the computer prior to the Board approval to save time. The Board agrees that this action can be taken.
Committee Reports
Building,Grounds and Lights and Technology ( R. Rhodes):
R Rhodes stated that AmerenCips will be sending a letter to be signed by the Mayor then the light pole can be placed.

R. Rhodes presented a proposal for the new Police garage for consideration.
Finance(B. Carter):
B. Carter has developed a form for future equipment needs, this will enable to help budget for the next fiscal year.
Personnel/Human Resources ( G. Henson):
Nothing to report.
Health & Safety (T. Burke):
T. Burke reported the letter to the homeowner at 106 E. Dodd regarding the clean up, has been picked up.
J. Caudle presented information regarding weather spotters and will have an ad placed for public information. R. Rhodes made motion to purchase 4 new pocket weather meters for weather spotters at a cost of $86.95 each. Second by T. Burke. Motion passed 6-0.
Public Works,Streets,Alleys and Utilities(J. Bukantos):
J. Bukantos reported on possibility contracting the position gas manager for Village. After speaking with other companies the expense would be high. J. Bukantos will look into getting a proposal for future information. J. Bukantos questioned if there is a need for hiring extra help in different areas for the Village. R. Rhodes questioned Supervisor Rhodes if extra help would be necessary. Supervisor Rhodes feels there is a need for a full time gas person and that there need to be an ad placed for the position.
Community Development(J. Caudle):
J. Caudle presented a proposal for a park in the area of Third and Dyson. J. Caudle is looking into possible grants and should have additional information at the next Board meeting. .
Old Business
Mayor Carter stated that no new information has been received regarding the plat for the Catholic Church property.
New Business
Mayor Carter discussed a letter received from the Department of Labor requesting information from the seal coating of the streets in September of 2007. Clerk Oldridge has forwarded the information available to the Department of Labor. Additional information will be sent from Benton and Associates.
Mayor Carter reported the EPA Sewer Loan amount will be reduced.
