The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday November 28, 2007 at the Divernon Village Hall. Mayor Wade Carter called the meeting to order at 7:01 pm. After all in attendance recited the Pledge of Allegiance, the Clerk called roll call: Mayor Wade Carter, “Here”, Gretchen Henson “Here”, Randy Rhodes “Here”, Tom Burke “Here”, Joe Bukantos “Here”. Also present were Supervisor Larry Rhodes and Treasurer Lucille Hundley. Not present Betty Carter and John Caudle.
The minutes of the regular Board meeting on November 14, 2007 were presented. After reviewing and any correction made a motion to approve was made by T. Burke and second by J. Bukantos. Motion passed 4-0.
The monthly bills were presented for approval. Motion to approve bills by J. Bukantos. Second T. Burke. Motion passed 4-0.
Mayor Carter recognized visitor Matt Bolar. M. Bolar is requesting the Board address the issue of tree limbs left behind at his daughters residence from when Insight Cable placed new lines and it was necessary to trim the trees for access. M. Bolar has tried to contact Insight for the limbs to be removed but is unable to get any assistance. Supervisor Rhodes suggested the Board to send a letter to the Cable company. J. Bukantos suggested the Village Works department go ahead and pick up the limbs and still send a letter to Insight stating that the company should be responsible for the limb pick up. R. Rhodes agrees to have the limbs picked up. Mayor Carter will speak to R. Rutherford regarding the letter to be sent.
Supervisor (L. Rhodes):
Supervisor Rhodes reported the water tower inspection should take place the week of December 2nd. The tower will be drained on Monday. Inspection will be done by Reggie Benton on Wednesday. Customers should notice a difference in the water pressure. Supervisor Rhodes will place a notice in the paper.
Supervisor Rhodes stated that there is a need to update the gas tool equipment. Supervisor Rhodes is requesting to purchase electric fusion equipment for the plastic gas mains at a cost of $4104.25. Motion to approve purchase by J. Bukantos. Second by R. Rhodes. Motion passed 4-0.
J. Bukantos question the purchase of a backhoe in the future. Supervisor Rhodes stated that he will be looking into at the 1st of the year.
Supervisor Rhodes stated the fence at the lift station has been repaired.
Police
J. Bowsher reported the property at 209 W. Dodd Street has been cleaned up.
Officer Pearce participated in a four hour simmunition training at Pawnee Police Department on November 20th.
Steve Stirmell will be graduating from PTI training on December 14th . J. Bowsher will be attending.
Officer J. Lomelino will be picking up some shifts this month.

Treasurer's Report
L. Hundley presented the Annual Treasurer's report.
Committee Reports
Building,Grounds and Lights and Technology ( R. Rhodes):
R. Rhodes presented a letter from Amerencips for replacement of street lights to new sodium lights. This is part of the Municipal Street Light Conversion Program. The program will replace existing 400 watt lights with a 250 watt high pressure lights that cost less to operate, has a higher output and is 23% brighter.
R. Rhodes requested the signs for no parking to be replaced across from the fire department, also at the corner of First and Dodd on the Corner Bar side of the street.
R. Rhodes has not heard from Steve Curry regarding the Website.
R. Rhodes has not been able to contact the landscaping company to have the front of the Village Hall cleaned up.
Finance (B. Carter):
Nothing to report.
Personnel/Human Resources ( G. Henson):
G. Henson reported that she is still working on job descriptions.
Health & Safety (T. Burke):
T. Burke stated the Bumpus Contract has not been received yet.
R. Rhodes questioned that Bumpus stated that they are the sole contractor for the Village in their contract and the area at Exit 82 is using Waste Management. R. Rhodes questioned if there should be a contract with Waste Management also.
T. Burke presented a complaint regarding the cats in town.
Public Works,Streets,Alleys and Utilities (J. Bukantos):
J. Bukantos questioned if Supervisor Rhodes has spoken to Benton and Assoc. regarding replacement of the water lines.
J. Bukantos reported the alley on State Street needs to be addressed. Bumpus has pointed out the barrels on both side of the alley cause a problem with access. The garbage barrels should be placed on the owners property not the railroad property. The ditch has a lot of debris and needs to be cleaned up. The debris has caused drainage problems in the past. Mayor Carter suggested to place a notice on the paper to have the barrels place on the owners property. J. Bukantos suggested to hire 2 part-time temporary workers to have the area cleaned up. R. Rhodes stated the area should be maintained by the homeowners and if not maintained there should be fines placed. Supervisor Rhodes stated that he has one application for a part time employee. Mayor Carter would like to discuss at the next Board meeting with all members present.
Community Development (J. Caudle):
Nothing to report.

Old Business
J. Bukantos questioned if the visitor from Shimkus office provided information regarding grants available to the Village. Mayor Carter stated that they are to send information.
New Business
Mayor Carter stated that Skip Weger has requested to place a tree at the Village Square as a memorial for Don Hogan. Mayor Carter questioned the type of tree to be placed and will speak to S. Weger to set it up.
Mayor Carter presented Intergovernmental Agreement between Auburn and Divernon Police Departments for coverage during the school hours. Motion to approve by R. Rhodes. Second by T. Burke. Motion passed 4-0.
Mayor Carter stated the owner of the property at First and Kenny Streets has not signed to pick up the certified letter from our attorney. The owner will be fined for not cleaning up the property.
