The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday November 14, 2007 at the Divernon Village Hall. Mayor Wade Carter called the meeting to order at 7:04 pm. After all in attendance recited the Pledge of Allegiance, the Clerk called roll call: Mayor Wade Carter, “Here”, Joe Bukantos “Here”, Betty Carter “Here”, John Caudle “Here”. Also present were Supervisor Larry Rhodes and Treasurer Lucile Hundley. Not present Randy Rhodes and Gretchen Henson.
The minutes of the regular Board meeting on October 24, 2007 were presented. After reviewing and any correction made a motion to approve was made by J. Caudle and second by B. Carter. Motion passed 4-0.
The monthly bills were presented for approval. Motion to approve bills with additions and corrections by T. Burke. Second B. Carter. Motion passed 4-0.
Supervisor (L. Rhodes):
Supervisor Rhodes reported that there has been reports of mine subsidence on State St. At the customers request there has been flexible lines placed at the homes on the customers side of the gas meter. Supervisor Rhodes is questioning if the customers are responsible for the cost of the lines that were placed. B. Carter suggested to charge the customers accordingly for the cost of the line and the man hours. T. Burke stated that there is a concern regarding liabilities for the Village to place these lines in the future. Remaining customers requesting the lines be placed are responsible for getting the repairs done themselves. Supervisor Rhodes states that there has been no notification regarding mine subsidence from any agency.
Supervisor Rhodes reported that the contractors at the UCB construction site have uncovered a manhole that is 90% full from the car wash. The owners of the car wash have not been maintaining the pits and debris has collected in the pipes. The owners of the car wash are responsible for the cost of the clean up. A letter will be sent to inform them.
Supervisor Rhodes stated there have been 3 water breaks. These breaks are due to the corrosion of the water lines. Supervisor Rhodes will contact Benton and Assoc. to determine the areas that are in need of replacement.
B. Carter questioned the progress at the UCB site. Supervisor Rhodes stated that the contractors are ready to pour the concrete for the parking lot. The gas lines have not been placed to the bank. The engineers need to be notified to this issue before the concrete is poured so the lines can be placed properly.
Police (J. Lomelino):
J. Bowsher reported that all officers are in compliance with the Illinois State Training Board.
The Police Department is now signed up for Sangamon Circuit Clerk Multi-Court Internet access. This allows the Department to look at citation dispositions at any time.
Officer Steve Stirmell at Belleville Training Academy is doing well.

Committee Reports
Building,Grounds and Lights and Technology ( R. Rhodes):
Nothing to report.
Mayor Carter presented a Resolution for the street light to be placed on Corn Silk. Motion to approve Resolution 2007-01 by B. Carter. Second by J. Bukantos. Motion passed 4-0.
B. Carter stated the landscaping in front of the Village Hall needs to be addressed. Mayor Carter will discuss with R. Rhodes.
B. Carter questioned what will be done regarding the storage of the Police vehicles after the current rental agreement expires in April 2008 at the home of Betty Rettberg. It was suggested to consider building a garage on the property purchased behind the Village Hall.
Finance (B. Carter):
B. Carter presented the Tax Levy Ordinance 2007-07. Motion to accept by T. Burke. Second by J. Bukantos. Motion passed 4-0. Motion to approve Abatement by J. Bukantos. Second by T. Burke. Motion passed 4-0.
Personnel/Human Resources ( G. Henson):
Nothing to report.
Mayor Carter presented an application for the position of Dog Catcher. T. Burke suggested to give to J. Bowsher for review.
Health & Safety (T. Burke):
T. Burke reported that he has not heard from Roger Rutherford regarding the letter sent to James Caughlin about the property at First and Kenney Streets. The letter was sent registered on October 22 and it is not confirmed that it has been pick up at this time.
T. Burke presented a plan from the Illini Bank for a new landing to be placed for Handicapped accessibility. A building permit will need to be obtained prior to the work to be completed.
T. Burke reported there have been nine applications received for the Chief of Police position. T. Burke will meet with G. Henson and J. Bowsher to review. The interviews will begin at the December 12th Board Meeting.
Public Works,Streets,Alleys and Utilities (J. Bukantos):
J. Bukantos stated the curbing on the west side of the square has been completed.
J. Bukantos questioned when the water tower will be inspected. Supervisor Rhodes will be speaking to R. Benton regarding this matter.
Community Development (J. Caudle):
Nothing to report.
Mayor Carter suggested to have a Christmas decoration contest. The contest has not been held for the last 2-3 years. J. Caudle will speak with G. Henson regarding the rules. Suggestions were made to have a judge that is not from this area.
Old Business
Mayor Carter stated the well at the Brummett property has been filled.
