The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday July 11, 2007 at the Divernon Village Hall. Mayor Wade Carter called the meeting to order at 7:00 pm. After all in attendance recited the Pledge of Allegiance, the Clerk called roll call: Mayor Wade Carter, “Here”, Gretchen Henson “Here”, Randy Rhodes “Here”, Joe Bukantos “Here”, Tom Burke “Here”, John Caudle“Here”. Also present were Superintendent Larry Rhodes and Police Chief Jamie Lomelino. Not present Betty Carter.
The minutes of the regular Board meeting on June 27, 2007 were presented. After reviewing and any correction made a motion to approve was made by T. Burke and second by J. Caudle. Motion passed 5-0.
The monthly bills were presented for approval. A motion to add a $50.00 donation made to the Township Library Summer Reading Program was made by R. Rhodes. Second Tom Burke. Motion passed 5-0. After additions and any corrections were made a motion to approve the bills made by G. Henson. Second by R. Rhodes. Motion passed 5-0.
Mayor Carter recognized visitor Rhonda Catlin requesting a stop sign placed at the corner of Second and Lewis streets. The sign would effect the East and West traffic flow. There have been a number of accidents in this areas in the past few years. J. Lomelino stated that he has gone around and checked areas in need of stop or yield signs. The area in mention is a blind spot going east and west. Mayor Carter asked Supervisor Rhodes if it is necessary to notify the Department of Transportation or if the Village could place signs. J. Bukantos agreed that the signs need to be in place. Supervisor Rhodes suggested looking into the intersections that need to be marked. R. Rhodes will work with Supervisor Rhodes to have signs made and placed.
Matt Bolar presented to the Board a complaint regarding the Gas Station having loose gravel in the parking lot across from his home and is causing a dust problem. M. Bolar would like to see if there is a law in place that the parking lot needs to be concrete. The present owners have placed some asphalt on the lot. R. Rhodes asked if he has discussed the problem with the present owners. M. Bolar has not yet discussed this with them. The Village Board is unable to do anything with this area. Mayor Carter suggested speaking with the owners.
Supervisor (L. Rhodes):
Supervisor Rhodes presented a possible Resolution to save money from UGM. There is not enough time to pass this Resolution. The Village could consider changing to IMGA for gas purchases in the future.
Supervisor Rhodes presented to the Board a sprayer pump system for weed control. There has been an inspection by the EPA and it was suggested that the weeds be sprayed. Board agrees to this purchase. Motion made to purchase sprayer from Tractor Supply for weed control, not to exceed $800.00, made by J. Bukantos. Second R. Rhodes. Motion passed 5-0.
Police (J. Lomelino):
Chief Lomelino reported that Officer Pearce 's training is going well, and should be in his own car in about 1 ½ weeks.

The MDC has been installed in one car.
J. Bukantos questioned the car or cars ready to be auctioned.
Village Clerk Oldridge asked Chief Lomelino to have a machine at the Truckers Homestead shutdown, due to the owners not paying the licensing fees.
Treasurer (L. Hundley):
L.Hundley passed out the Treasurer's report.
The Auditors have begun the audit and will report at a later date.
Committee Reports
Building,Grounds and Lights and Technology ( R. Rhodes):
R. Rhodes presented the Knox Box Ordinance from Roger Rutherford with the changes made. Motion to approve the Knox Box Ordinance 2007-03 by R. Rhodes. Second By J. Caudle. Motion passed 4-0 with 1 present vote by T. Burke.
R. Rhodes presented a bid from Scott Davidsmeyer from AmerenCips for placement of the street light on Corn Silk Lane. This item still needs to be discussed with the residents and it has yet to be determined the placement of the light pole. R. Rhodes to check into a proposal for the light to be placed on the South end of the street.
R. Rhodes presented an estimate from John Duval of $1576.84 for repainting of the Village Hall with the exceptions of the Mayor, Clerk , Treasure's offices and the furnace room. Motion to accept bid, not to exceed $1576.84, by R. Rhodes. Second by J. Bukantos. Motion passed 5-0.
J. Bukantos questioned if the Village was responsible for the Train Depot and suggested having it repainted. R. Rhodes stated that the monies have been appropriated.
R. Rhodes asked for suggestions for the Website. Mayor Carter stated that he has passed information regarding the website on to J. Bukantos and it is available to review.
Finance (B. Carter):
Nothing to report.
Mayor Carter presented the Appropriations Ordinance for review. Any Suggestions need to be made to B. Carter prior to the next Board meeting. The Ordinance must be passed by July 31st, 2007.
Personnel/Human Resources ( G. Henson):
G. Henson and S. Arter are working on the job descriptions for the office manager position. G. Henson and S. Arter are gathering information to start a training manual for this position also.
J.Bukantos presented the drug testing list. Information needs to be updated and returned to the Department of Transportation. G. Henson will take over the duties of drug testing and results.
Health & Safety (T. Burke):
T. Burke has addressed the area at 600 block of State Street, the problem has been resolved. T. Burke has spoken to the owners at 209 Dodd Street regarding the dumping. This area is to be cleaned up.
Mayor Carter suggested having the tree trimmed around the stop sign at the corner of 1st and Brown Street due to visibility. J. Lomelino will speak to the homeowners.

Public Works,Streets,Alleys and Utilities (J. Bukantos):
J. Bukantos reported working on a finalized plan for the sidewalk replacement. J. Bukantos questioned the trees need trimmed that are blocking the passage on the sidewalks. Supervisor Rhodes is to check areas. J. Bukantos will speak with the homeowners.
J. Bukantos presented a letter from the homeowner at 203 S. Second Street requesting to replace the sidewalks at this residence himself. Supervisor Rhodes suggested speaking to Terry Peet, the homeowner, for possible contract to complete the sidewalks to be replaced around town. J. Bukantos will speak with Terry Peet.
Community Development (J. Caudle):
J. Caudle checking into the TIF Organization and working on receiving more information.
J. Bukantos suggested for the Downtown improvements, new garbage containers for the park and the Memorial needs to be power washed.
The electrical boxes in the park need to be addressed. At the present time the power is shut off and they have been checked in the past. Supervisor Rhodes stated the Homecoming Committee is responsible for the electricity. R. Rhodes suggested having the boxes removed due to the possible danger. Mayor Carter suggested having checked to see what needs to be done.
Old Business
Mayor Carter presented the new Personnel Code changes received from Roger Rutherford. There are still items that need to be addressed. Mayor Carter will have copies available at the next Board Meeting.
Mayor Carter reported the process of paperwork has been started that must be submitted to the County for the demolition of the property at 627 S. State Street. After completion a lien may be placed on the property.
J. Lomelino questioned the probationary period for an employee and if the employee could save comp time for personal and sickness as needed. Mayor Carter will look into the codes to discuss at a future Board meeting.
Mayor Carter reported that Roger Rutherford has spoken to Rusty Tanton regarding the need to close out the Flood Buy-out. This has not been completed due to the problems with the contractors. Mayor Carter will send a letter to see what needs to be done and what can be done with the remaining balance.
New Business
J. Bukantos suggested a donation be made to the Sportsman's Club for the fireworks next year.
