Board Meeting Minutes

October 8, 2008

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday October 8, 2008 at the Divernon Village Hall. Acting Mayor Tom Burke called the meeting to order at 7:00 pm. After all in attendance recited the Pledge of Allegiance, the Clerk called roll call: Randy Rhodes “Here”, Tom Burke “Here”, John Caudle “Here”, Betty Carter “Here”, Joe Bukantos “Here”.  Also present Police Chief Eric Kirbach, Superintendent Larry Rhodes and Treasurer Lucille Hundley.

The minutes for the September 24th meeting were presented. After any corrections or additions were made a motion to approve was made by R. Rhodes. Second by J. Caudle. Motion passed 5-0.

The bills were presented for approval. Motion to place an ad in Royal Publishing for the 2008 IESA Boy and Girl Cross Country State Championship at the cost of $70.00 by J Caudle. Second by R. Rhodes. Motion passed 5-0.

After additions and corrections were made, motion to approve bills by B. Carter. Second by T. Burke. Motion passed 5-0.

Acting Mayor T. Burke recognized visitor Don Belford the temporary Zoning Administrator presenting the quarterly building permit report. D. Belford reported a ramp was placed on the property at 806 S. 1st and is asking the Board to waive the fee. The ramp is temporary and will be removed at a later date. D. Belford also questioned if a fee should be charged. At the present time the Ordinance does not state if there is a fee to be charged. Changes will be made to the Ordinance to address this issue for future reference. Motion to waive the fee for the building permit at 806 S. 1st Street by J. Bukantos. Second by R. Rhodes.  Motion passed 5-0.

Village accountant Bill Gregurich presented the FY08 audit. B. Gregurich explained the audit to the Board.

Dwight O’Keefe was present to introduce himself to the Board. D. O’Keefe is the new Village Attorney as of October 1, 2008. The Board addressed issues to be discussed at a later date.

Supervisor (L. Rhodes):

Supervisor Rhodes presented a letter from UGM that stated the natural gas prices have been reduced.

Supervisor Rhodes presented a proposal from Carter Tree Service for removal and trimming of trees around the Village. Motion to approve Carter Tree Service for the amount of $1200.00 by J. Bukantos. Second by R. Rhodes. Motion passed 5-0.

B. Carter questioned the water line replacement and when the estimated time the project would be started. The funds are currently in a sweep account and if the project will not begin shortly then the funds could be transferred to a prime fund to receive a better interest rate.

Police:

Chief Kirbach reported the new police vehicles are having the equipment installed.

The current Ordinance violations are being addressed and resolved.

Treasurer (L. Hundley):

Treasurer Hundley presented the Treasurer’s report.

L. Hundley stated the lock box currently at Illini Bank is up for renewal and is questioning the size to

                                                                                                                                  purchase at UCB. The cost at UCB for the same size is $30.00 per year. The Board agreed to the same size box as previously purchased at Illini Bank.       

                                                                    

                                                                                                                     

Committee Reports

Building, Grounds and Lights (R. Rhodes):

R. Rhodes stated the copiers and printers are in need of service.

J. Bukantos questioned if the bids for the new garage were done separately, would it help keep the cost down.

Finance (B. Carter):

B. Carter is working on the Tax Levy Ordinance and explained the Abatement Ordinance to the Board. This must be filed by the last Tuesday in December.

Personnel/Human Resources (B. Carter)

B. Carter presented a compliance bulletin from the Illinois Commerce Commission for employee assistance programs. B. Carter is checking on the compliance and what the Village needs to have filed.

Health & Safety (T. Burke):

T. Burke reports the property at 106 E. Dodd has been sent a letter for Ordinance Violations.

Discussion was held regarding the property at 209 W. Dodd Street, a letter is to be sent by the Village Attorney to address the present violations. The Board discussed the Ordinance and the revisions that may need to be addressed.

Public Works, Streets, Alleys, and Utilities (J. Bukantos):

J. Bukantos discussed the ADA laws and proper placement of plates on the curbing around the Village.

J. Bukantos questioned the progress of the water tower and the repairs needed. Supervisor Rhodes stated the contractor has been contacted. Supervisor Rhodes will also check with Benton and Associates to prioritize the work needed.

Community Development (J. Caudle):

J. Caudle presented fliers with possible new Christmas Decorations. Motion to purchase holiday pole decorations not to exceed $2000.00 by J. Caudle. Second by J. Bukantos. Motion passed 4-1. B. Carter voting “No”.

Old Business

Nothing to report.

New Business

Discussion was held regarding elected officials to receive raises. Motion to decline raises for elected officials by T. Burke. Second by R. Rhodes. Motion passed 5-0.

Discussion was held to set Trick-or Treat hours from 5:00 to 8:00 pm. on October 30th and October 31st. Motion to approve hours for Treat-or–Treating by T. Burke. Second by R. Rhodes.
